Overview
The role is responsible for overseeing all finance and accounting activities for the Force, including fiscal execution of budgets, payment and control functions, and preparation of financial statements.
Key Responsibilities
- Advise on financial and accounting matters.
- Direct, plan, organise, coordinate, and manage all facets of the Finance and Accounting Section.
- Ensure correct application of NATO Financial Regulations, ACO Directives, and Memoranda of Agreement.
- Establish and maintain the NISRF finance and accounting system.
- Produce periodic financial statements.
- Oversee all finance and accounting aspects of appropriated fund activities.
- Coordinate Financial matters such as IPSAS related accounting procedures.
- Direct, manage, and control the maintenance of accounts and statistics.
- Ensure all financial commitments/transactions are in accordance with approved budgetary authorisations.
- Develop, reviews, and evaluates accounting and financial management policies, standards, and procedures.
- Represent the Financial Controller on boards, committees and in meetings/working groups.
- Analyse accounting operations, performance indicators, and trends.
- Coordinate and resolves financial issues with various agencies.
- Review business procedures / processes for effective and correct financial / accounting data processing.
Required Experience
- 4 years post related experience (with University Degree) or 5 years post related and 2 years function related experience (with Higher Secondary education and completed advanced vocational training).
- Five years of experience in finance & accounting.
- Experience with the overall financial management, control and stewardship of IT assets and resources.
- Experience setting strategy and developing plans, policies and processes for accounting, budgeting and charging of IT resources and services.
- Experience setting, negotiating, and managing all financial budgets and targets.
Qualifications
• University Degree in finance, accounting, business administration, economics, public administration or related discipline, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation.
