Overview
Lead high-quality programming and coordination for Shelter & Settlements portfolio in Ukraine, driving excellence and strengthening technical teams.
Key Responsibilities
- Coordinate and implement Shelter projects according to strategy, proposals and plans.
- Ensure adherence to NRC policies and donor requirements.
- Develop annual activity and work plans.
- Manage grants and budgets supporting Shelter projects.
- Supervise, train and develop Shelter staff.
- Promote and share ideas for improvement and necessary changes in activities.
- Cooperate with relevant partners and local authorities.
- Organize trainings for the Shelter team, relevant partners and beneficiaries.
- Produce monthly activity/project reports and other reporting as required.
- Ensure proper filing of all project documents.
- Manage and oversee the development, implementation and quality of Shelter projects.
- Manage all phases of the project cycle, budgets and grants.
- Support the development of capacity and responsibilities of Shelter team.
- Line manage Project Coordinators and other senior project staff.
- Contribute to the development of Country, Area and CC strategies.
- Implement technical direction as determined by the Shelter Core Competency Specialist.
- Contribute to assessment, development and implementation of the AO emergency response plan.
- Contribute to proposal development process.
- Develop, update and follow up detailed project work plans, spending plan, M&E plan and recruitment plan.
- Manage and implement CC projects (activities and budget).
- Develop, manage and monitor project budget.
- Provide regular reports to the APM and the CCS on project implementation.
- Seek support and mentoring on technical issues from CCS.
- Participate in the recruitment of project staff.
- Develop capacity of project staff through on the job training.
- Apply NRC performance management module with the shelter team.
- Liaise and collaborate with CC-relevant local authorities and stakeholders.
- Ensure CC projects are targeting people most in need of protection assistance.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
Required Experience
- At least three years of field experience working as a Project Manager.
- Preferably in shelter programs in complex emergencies.
- Responsibility for Project cycle management, Risk Management, Staff Development and Management and Grants and Budgets Management.
- Experience in logistics/administration management.
- Experience of coordination and advocacy work.
- Shelter programme experience with start-up, exit or similar would be an asset.
Qualifications
• Relevant university degree.
