Overview
Invitation for Bids for the construction and completion of the Development of Intra-State Transmission Network for evacuation of 600 megawatts (MW) from Morena Phase -1 Solar Park and associated System Strengthening works on Turnkey Basis.
Key Responsibilities
- Construction of 400 kV substation Sabalgarh.
- Construction of 400 kV DCDS Transmission Line (Quad Moose ACSR) Morena Pooling 765 kV (ISTS) – Sabalgarh 400 kV (New).
- Construction of 220 kV LILO of both Circuit of 220 kV Morena (MPPTCL) – Morena (Adani) –Sabalgarh 220 kV line for 400 kV S/s Sabalgarh (New) – Part A (MPPTCL Component).
- Construction of 33/220 kV pooling substations at PSS -1 & PSS -2.
- Construction of associated 220 kV transmission lines from PSS-1 & PSS-2 to 400 kV substation Sabalgarh for evacuation of 600 MW power from Morena Phase -1 Solar Park on turnkey basis - Part B (RUMSL Component).
Required Experience
- Bidder should have completed and commissioned turnkey contract(s) of EHV works (110kV and above) during the past ten years.
- One turnkey contract of value not less than INR 5200.00 Million or equivalent US $ 62.00 Million OR Two turnkey contracts each of value not less than INR 3250.00 Million or equivalent US $ 38.75 Million.
- Minimum experience during last ten years:
(i) Supply & complete construction and commissioning of at least 1 No. 400kV substation, 2 Nos 220kV substations (supply of Power Transformer/ Reactor may be excluded) on turnkey basis AND supply & Complete construction (at least Tower supply and complete Erection) and commissioning of 400kV QUAD Moose ACSR Transmission line of route length not less than 34 Kms & 220kV Transmission lines of total route length not less than 70 Kms on turnkey basis (out of which one substation and one line should be commissioned in past 3 years).
OR
(ii) Supply & complete construction and commissioning of at least 03 no. 400kV substations (out of which one sub-station should be commissioned in past 3 years) all works to be completed on total turnkey basis.
OR
(iii) Supply & complete construction and commissioning of at least 300 kms of 400kV Twin Moose ACSR Transmission lines (out of which one line of minimum 50 km length of 400kV line on Quad Moose ACSR) should be commissioned in past 3 years) on total turnkey basis.
- Performance report/ certificate issued from the Power Utilities or User Agencies which should not be more than three years old from the date of Bid opening.
(i) One No 400kV or higher voltage class substation, one no. 220kV or higher voltage class substation, one no. 400kV or higher voltage class transmission line, one no. 220kV or higher voltage class transmission line of minimum 10 km route lengths each constructed by the bidder on turnkey basis must be in successful operation for at least one year period as on the original date of Bid opening.
OR
(ii) Two Nos. 400kV or higher voltage class substations constructed by the bidder on turnkey basis must be in successful operation for at least one year period as on the original date of Bid opening.
OR
(iii) Two Nos. 400kV or higher voltage class transmission lines of minimum 10 km route length constructed by the bidder on turnkey basis must be in successful operation for at least one year period as on the original date of Bid opening.
- Financial Experience:
(i) Historical Financial Performance: Submission of audited “standalone” financial statements or other financial statements acceptable to the Employer, for the last FIVE financial years. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
(ii) Average Annual Turnover: Minimum average annual turnover of INR 4333.00 Million or equivalent US $ 52.00 Million as total certified payments received for contracts in progress or completed for the best 3 (three) years out of last 5 (Five) years.
(iii) Financial Resources: Demonstrate that its financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract of INR 542.00 Million or equivalent US $ 6.50 Million.
