Overview
The Programme Management Officer will lead the Europe and Central Asia Network for the OzonAction Compliance Assistant Programme, ensuring high quality and timely delivery of projects and services within UNEP's mandate.
Key Responsibilities
- Co-ordinates OzonAction projects and services in the region.
- Manages the Regional Network of Ozone Officers for Europe & Central Asia.
- Consults with Member States on Montreal Protocol issues.
- Ensures coordination with other organizations.
- Provides policy and technical assistance for project implementation.
- Develops, implements, and evaluates programmes/projects.
- Coordinates policy development and research.
- Guides National Ozone Units on implementation and enforcement.
- Prepares written outputs such as reports and studies.
- Leads meetings and consultations.
- Initiates and coordinates outreach activities and training.
- Leads and/or participates in missions.
- Enhances programme delivery through innovation.
- Uses data-driven decision-making.
- Promotes use of digital tools.
- Leads and manages the Europe and Central Asia CAP team.
- Coordinates activities related to budget funding.
- Promotes gender mainstreaming.
Required Experience
- A minimum of seven (7) years of progressively responsible experience in Montreal Protocol programmes is required.
- Work experience with the phase out of ozone depleting substances (ODS) or the phase down of hydrofluorocarbons (HFC) is required.
- Work experience with developing countries or countries with economies in transition is required.
- Work experience related to Multilateral Fund policies and procedures or those of a similar environmental financial mechanism is required.
- Experience with providing policy advice or technical support to government authorities at the regional or international levels is required.
- Work experience in countries of the Europe & Central Asia network is desirable.
- Experience with management of complex and large portfolio of projects and services is desirable.
- Work experience in a UN system entity, international organization, or national institution that implements Montreal Protocol programmes or projects is desirable.
- A minimum of two (2) years' experience in data analytics or related area is desirable.
Qualifications
- Advanced university degree (Master's degree or equivalent) in environmental sciences, or environmental management, natural sciences, engineering, or any related discipline.
- A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
