Overview
Support WFP Niger in coordinating engagement with ministries in charge of social protection and other partners, and provide technical assistance for the revision of the national social protection policy framework.
Key Responsibilities
- Coordinate engagement with ministries, UNICEF, World Bank and other partners.
- Act as the national focal point for social protection.
- Contribute to the formulation of the Country Strategic Plan (CSP).
- Support the functioning of technical committees on social protection.
- Collaborate with government counterparts to finalize program components.
- Provide technical support for the revision or updating of the national social protection policy framework.
- Support the integration of WFP's social protection activities with other Resilience Unit interventions.
- Facilitate the design or improvement of delivery systems.
- Support capacity assessments and develop a capacity building plan.
- Coordinate monitoring, learning, and documentation of pilot programs.
- Produce policy briefs, language, reports and updates for donors.
- Document and share lessons learned.
- Review and provide technical advice on Annual Work Plans (AWPs).
- Contribute to the planning of activities funded by portfolio grants.
- Ensure the technical monitoring of the implementation of financed activities.
- Ensure coherence between funded activities and the adaptive social protection approach.
- Identify delays, operational risks and execution constraints and propose corrective measures.
- Support the preparation of technical reports related to grants and projects.
- Work with the Partnerships Unit to strengthen engagement with donors.
- Ensure the technical and operational coordination of cash transfer activities.
- Plan and coordinate cash distribution cycles.
- Support the preparation of beneficiary lists and validation of targeting criteria.
- Ensure consistency between shock response triggers and transfer activation.
- Monitor the implementation of distributions and identify operational constraints.
- Coordinate with relevant units to ensure compliance with procedures.
- Analyze field feedback and propose operational adjustments.
- Contribute to technical reports related to cash transfers.
Required Experience
- At least 5 years of relevant professional experience in the design and implementation of social protection policies and programmes.
- Proven experience (at least 3 years) in the management of social safety net projects or programs using cash transfers.
- Proven experience in working with government counterparts and inter-agency coordination, including with UN agencies and international financial institutions.
