Overview

The Programme Policy Officer will oversee corporate partnerships and government partnerships supporting the implementation of WFP’s NGO’s Strategic Engagement Plan activities in their respective Area Office. The role involves collaborating with various teams to deliver tasks related to partnership management and programme resource management.


Key Responsibilities
  • Contribute to the implementation of the Somalia Country Office strategy for partner engagement.
  • Implement regular engagement with CPs by documenting challenges, opportunities and lessons learnt.
  • Scoping and profiling potential NGOs in the Area Office.
  • Participate and contribute to NGO Partnerships Unit reviews.
  • Contribute towards quality capacity assessment of CPs and Partnerships evaluations.
  • Coordinate the implementation of improvement plan for CPs.
  • Contribute to the review and revision of different tools, guidelines, and SOPs.
  • Ensure that CPs have understood the WFP corporate tools, guidelines and SOPs.
  • Review the potential risks in CP engagements and recommend risk mitigation measures.
  • Assist NGOs to ensure that the FLA reporting requirements are adhered to.
  • Coordinate the training of cooperating partners on updated WFP’s corporate strategy, policies, guidelines, and templates.
  • Contribute and coordinate at Area Office level for the implementation of spot checks and CP monitoring activities.
  • Ensure that payment requests processes are timely and accurate.
  • Contribute to the timely and accurate recording of WFP activities in the WFP Area Office Tool for Managing (Programme operations) Effectively (COMET).
  • Contribute towards internal data process improvements: automating manual processes, optimizing data delivery.
Required Experience

At least one (1) year of relevant experience with advanced University Degree OR First University degree with a minimum of three (3) or more years of experience in involving partnership management, Resource and Funds Management in humanitarian operations. Experience in similar position is an added.

Qualifications

Advanced University Degree in Business Administration, Marketing, International Relations, Economics, Finance/Accounting, Science in Nutrition, Food Security, Management, International Development, or Project Management OR First University Degree with additional years of related work experience and/or training/courses.
