Overview
The incumbent will be responsible for monitoring and collecting data on key performance indicators, supporting project planning and reporting, and coordinating data collection exercises to facilitate knowledge sharing.
Key Responsibilities
- Monitoring and collecting data on key performance indicators (KPIs).
- Coordinating data collection exercises while ensuring data quality.
- Supporting and assisting in project planning, preparation, and consolidating progress reports.
- Supporting the ILO Programme and Budget reporting.
- Monitoring the performance of implementing partners and training them on the ILO PROSPECTS MEL system.
- Coordinating the preparation for MEL Sessions and the drafting of the outcome document.
- Providing targeted inputs for the ILO learning portal and other global learning products.
- Co-organising learning events and exchanges.
- Preparing and leading evaluation exercises as needed.
- Developing the Country MEL Work Plan.
- Collecting data on a regular basis to support the monitoring & evaluation of the programme’s KPI.
- Contributing to inception meetings with new Implementing Partners.
- Supporting knowledge identification and exchange within the country.
- Providing timely review and coordination of Sudan’s inputs to PROSPECTS global learning products.
- Coordinating and ensuring the quality of annual surveys, midline and end‑line studies.
- Developing a strategy to collect missing data.
- Developing data quality assurance processes.
- Updating and maintaining the M&E database, analysing data, and identifying findings for reporting purposes.
- Developing and keeping track of a beneficiary database.
- Ensuring the programme’s planning tools and processes are adequate.
- Supporting reflection meetings with implementing partners.
- Initiating preparation of drafting / producing consolidated semi-annual progress reports.
- Conducting regular monitoring & evaluations of implementing partners/service providers’ performance and delivery.
- Training implementing partners on MEL tools and templates.
- Identifying best practices and developing case studies.
- Supporting the coordination of MEL Sessions and the drafting of the MEL outcome document.
- Preparing the programme for the mid-term and final evaluations.
- Providing all required support to ensure a smooth evaluation process.
- Leading in coordination and implementation of the learning agenda.
- Supporting the project team to maintain a sound knowledge management and sharing of the programme.
- Monitoring the implementation of midterm evaluation recommendations.
- Participating in regular MEL meetings with other ILO focal points and the global M&E and Knowledge Management Officers.
- Supporting Sudan’s M&E needs.
- Performing other relevant duties as assigned by supervisor and or Country Office Director.
Required Experience
- At least three years of professional experience in Monitoring, Evaluation, and learning within the international development context.
- Experience with project and results-based management tools.
- Experience in developing and managing Monitoring and Evaluation systems.
- Expertise in analysing data using statistical software and managing databases.
- Capacity to produce high-quality briefs and analytical reports that demonstrate critical thinking, in English.
- Experience in planning, managing, and providing technical backstopping to surveys and other data collection methods.
- Experience developing and refining data collection tools.
- Good knowledge of development, economics, as well as economic poverty reduction, and social policies.
- Knowledge of developing Monitoring, Evaluation, and Learning tools, methodologies of conducting surveys including tracer studies, and developing knowledge products from evaluation reports is an added advantage to the position.
Qualifications
• First-level university degree in Monitoring and Evaluation, Development, Statistics, ICT, Social Science, Economics, Education, Labour, or related field, and strong knowledge of Monitoring, Evaluation and Learning on Forced Displacement, preferably in the Horn of Africa region with focus on enterprise, skills, and livelihoods interventions.
