Overview

The National Programme Officer will support activities related to disaster preparedness, response, recovery, and displacement management in both emergency and development contexts.


Key Responsibilities
  • Assist in coordinating and monitoring operational, administrative, and financial aspects of disaster risk reduction, response, and displacement management activities.
  • Provide technical support to the National Disaster Management Office (NDMO) and coordinate IOM interventions.
  • Support the Program Manager in implementing activities under the Disaster Resilience and Climate Change unit.
  • Keep supervisors informed on project implementation status, identify gaps, and suggest improvements.
  • Participate in the development and adjustment of project work plans, including reviewing budgets and developing monitoring & evaluation tools.
  • Coordinate the collection, verification, and analysis of data and background information for disaster/displacement projects.
  • Support with updating information management systems and social media platforms.
  • Draft strategic documents, proposals, concept notes, and donor reports.
  • Support in the preparation of technical briefs and tools.
  • Contribute to the planning, development, organization, and delivery of capacity building activities.
  • Support the NDMO to operate and co-lead the Displacement and Evacuation Centre Management (DECM) Cluster in Vanuatu.
  • Attend relevant conferences, workshops, working groups, and interagency coordination meetings.
  • Liaise and coordinate with donors, partners, UN agencies, local authorities, and government counterparts.
  • Maintain up-to-date knowledge and information on disaster and displacement management issues in Vanuatu.
  • Undertake duty travel relating to project implementation, monitoring, and assessments.
Required Experience
  • Two years of relevant professional experience with a Bachelor's degree; or a Master's degree.
  • Experience in project support, preferably in disaster risk reduction or humanitarian response.
  • Experience working in humanitarian response operations is an advantage.
  • Experience in data collection and data management.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and non-governmental organizations is an advantage.
  • Experience in community engagement and capacity building is an advantage.
  • Demonstrated experience in implementation, management, and evaluation, especially in disaster and displacement management.
  • Experience in assessment, review, and development of guidelines, policies, or SOPs.
  • Experience in conducting trainings for various audiences.
  • Experience working with various stakeholders including government, communities, civil societies, UN agencies, NGOs, and donors.
  • Familiarity with humanitarian and development principles related to displacement and humanitarian response.
  • Previous experience with international organizations in development and humanitarian sectors, including UN/INGO system is desired.
Qualifications
  • Bachelor’s degree in Political or Social Sciences, Law and/or International Relations, International Development, Disaster Management, Humanitarian Affairs, or a related field from an accredited academic institution.
  • Master’s degree in the above fields.

Languages Required
• Fluency in Bislama and English language (oral and written).
Languages Preferred
• Working knowledge of one or more Vanuatu indigenous languages.
Contract Duration
• 6 months, with possibility of extension (up to 9 months)
