Overview
Provide specialised advice to modernise Moldova’s energy systems, focusing on strengthening policies, regulatory frameworks, and practical implementation in areas such as electrification, energy efficiency, smart grids, heat pumps, digitalisation, and green mobility.
Key Responsibilities
- Provide technical guidance on large‑scale electrification and heat pump deployment, including financing instruments and integrated energy solutions.
- Advise on green mobility and EV charging infrastructure, covering regulatory frameworks, grid capacity challenges and consumer‑focused tariff structures.
- Support the development and optimisation of the Green Homes (Casa Verde) residential energy‑efficiency programme, including targeting tools and financing mechanisms.
- Contribute to smart grid and digitalisation strategies, including grid modernisation priorities, smart metering rollout and data‑management frameworks.
- Produce policy notes, assessments and recommendations and participate in technical meetings, workshops and legislative or programme design processes.
Required Experience
- Minimum 10 years of experience in energy policy, electrification, energy efficiency or power‑system modernization.
- Demonstrated expertise in heat‑pump deployment, smart grids, building electrification or EV infrastructure.
- Experience designing financing mechanisms or incentive schemes for energy efficiency or renewable energy.
- Experience working with public authorities, regulators or ministries in the EU or Energy Community context.
- Familiarity with EU energy‑sector legislation, including EPBD and electricity market rules.
Qualifications
• Advanced university degree (Master’s or higher) in energy engineering, energy economics, electrical engineering, public policy, or a related field.
