Overview

The Humanitarian Officer provides support to the project manager in defining and monitoring projects related to cash distribution, cash-for-work, income-generating activities, savings, water and sanitation, hygiene promotion, and protection. The role ensures regular reporting on activity progress and supports partner development.


Key Responsibilities
  • Ensure the implementation of cash transfer activities, voucher distributions, cash-for-work, income-generating activities, savings and credit support, and grain bank creation/supply.
  • Monitor water point realization/rehabilitation activities and hygiene promotion.
  • Oversee protection activities, including CPC establishment and functioning, sensitization, referral of protection cases, and socio-economic reintegration of victims.
  • Contribute to activity improvement, planning, and execution with implementing partners.
  • Analyze problems and propose solutions with a flexible operational strategy.
  • Ensure the completion of logistical and administrative follow-up documents for operations.
  • Monitor the humanitarian situation in the zones through key indicators and coordination with other actors.
  • Be responsible for the development of project initiatives with partners and collaborators.
  • Support the project manager in developing capacity-building plans and strategies for local partners and other actors.
  • Contribute to the development and design of project implementation strategies.
  • Coordinate and execute plans and strategies to ensure needs and demands are met efficiently and rapidly.
  • Enhance the visibility and communication of humanitarian actions.
  • Ensure organizational accountability to beneficiaries through participation in decision-making and an effective complaint management system.
  • Identify and initiate staff replacement needs in collaboration with HR.
  • Ensure staff are properly oriented, integrated, and supported.
  • Manage performance management processes for supervised staff.
  • Ensure supervised staff demonstrate good HR practices and comply with Oxfam policies.
  • Ensure teams have good knowledge of and adhere to Humanitarian Principles.
  • Facilitate dialogue and trust within the team.
  • Actively promote the presence and participation of women in the operational team.
  • Ensure all team staff know and understand the code of conduct and policies, including Oxfam's Safeguarding policy.
  • Monitor and execute the project's humanitarian budget in line with program plans.
  • Ensure material and financial resources are protected according to Oxfam and donor procedures.
  • Produce a monthly report on activities.
  • Regularly inform the humanitarian department of activity progress and encountered problems.
  • Establish good relationships with field partners, administrative and customary authorities, and communities.
  • Undertake joint missions with partners if necessary.
  • Represent Oxfam in local humanitarian forums and promote a coordinated approach.
  • Facilitate continuous learning through capitalization and experience sharing.
  • Strengthen and foster local alliances and networks for increased sharing, learning, and collaboration.
  • Contribute to the analysis of the situational context as a member of the base-level Program Team.
Required Experience
  • 3 years of experience with NGOs in the field of food security.
  • Diplomacy, tact, and negotiation techniques with local communities, partners, and authorities.
  • Ability to communicate effectively, write reports, and facilitate meetings between different actors.
  • Good command of monitoring and evaluation tools and techniques.
  • Very good analytical and synthesis skills.
  • Very good ability to integrate cross-cutting issues (water and sanitation, environmental protection, security, nutrition, gender, etc.).
  • Ability to work on one's own initiative, manage a large and complex workload, with good performance and timely reporting.
  • Ability to adapt to pressure and evolving needs.
  • Good knowledge of basic computer software (Word, Excel, PowerPoint).
  • Ability to take initiative to achieve results and to work and travel for long hours.
Qualifications

• Holder of a Bachelor's degree in Agroeconomics, Geography, Sociology, Animal Husbandry, or equivalent diploma.
