Overview
Provide technical support and advice on mainstreaming gender in programme design, management, monitoring, and evaluation. Lead the implementation of Oxfam’s gender justice strategy in Syria.
Key Responsibilities
- Provide direct technical support and advice on mainstreaming gender in programmes.
- Lead the implementation of Oxfam’s long term gender justice strategy.
- Provide strategic leadership in implementing gender-focused activities.
- Lead on strategic thinking and planning on gender justice and transformative interventions.
- Provide technical support to technical leads on thematic areas of women’s participation, gender justice, ending violence against women, and access to legal justice.
- Coordinate and work closely with the Protection Advisor to integrate gender and protection work.
- Lead on proposal development of gender specific interventions.
- Map potential women’s rights partners and assess their gender capacity.
- Build and nurture partnerships with WROs and WLOs.
- Conduct assessment, selection, and capacity building of potential partners.
- Provide strategic gender analysis for programming and advocacy.
- Ensure gender analysis are carried out systematically and proposals/reports address gender.
- Work with the Advocacy team to develop policy positions on key gender issues.
- Lead the articulation of gender specific advocacy/influencing aspects.
- Represent Oxfam in Gender related clusters and coordination structures.
- Liaise and coordinate with local authorities.
- Capacity building of partner organisations on gender in emergencies and gender justice.
- Build the capacity of Oxfam staff on integrating gender justice aspects.
- Matrix manage and work with gender officers.
- Encourage inter team collaboration and learning.
- Ensure systems are in place to monitor, document, and measure impact of gender interventions.
- Ensure systematic and documented review and learning on successes and challenges.
- Accountable for the achievement of outcome level impact on gender programming.
Required Experience
- At least 5 to 8 years’ relevant experience in a similar role which entails managing gender/women empowerment portfolio or projects
- Significant expertise and knowledge of gender issues in the Middle East and particularly in Syria.
- Demonstrated practical experience in gender analysis, needs assessment and mainstreaming gender into public health and/or livelihoods programmes in humanitarian and/or development settings in the Middle East or Syria.
- Highly developed strategic thinking and planning skills.
- Evidence of capacity to develop capacity building plans and deliver customised high-quality training.
- Wide experience in designing various gender program types.
- Proven significant experience in matrix or direct management of teams and on the job, hands on, capacity building.
- Excellent communication skills.
- Experience in coordination and representation in thematic fora, clusters and other coordination spaces.
- Experience in gender programming in other countries outside the Middle East (Desirable).
- Work experience in a WRO or a WLO (Desirable).
Qualifications
• Advanced level in international development or gender related degree or relevant work experience.
