Overview
Provide statistical, administrative, and analytical support to project administration and portfolio management.
Key Responsibilities
- Contribute to the administration of assigned projects including reviewing reports, bid documents, and evaluation reports.
- Prepare project performance reports and draft correspondence following ADB guidelines.
- Provide and quality data entry, verification, and retrieval for monitoring tools.
- Update eOperation/SovOps records and maintain data integrity.
- Maintain database for managing portfolios and compile statistical data.
- Monitor progress on contract awards and disbursements and alert on possible risks.
- Coordinate meetings on portfolio performance and follow up on agreed measures.
- Help plan project performance, including consolidating projections.
- Help prepare Tripartite Portfolio Review Meetings, Country Portfolio Review Missions, and other high-level meetings.
- Conduct a review of audited project financial statements.
- Collaborate with the financial management specialist to ensure compliance.
- Provide guidance to executing agencies.
- Contribute to the review of multiple documents and help draft papers.
- Liaise with and support staff and government agencies.
- Implement the agreed plan for project administration.
- Monitor physical progress of project implementation.
- Help implement procurement plans and review procurement documents.
- Help recruit consultants and administer consultancy contracts.
- Provide support in the preparation of Project Completion Reports and TA Completion Reports.
- Help process disbursements by reviewing withdrawal applications.
- Participate in missions by providing assistance in data collection and reconciliation.
- Act as the first line of information for handling requests for data and status reports.
Required Experience
- At least 5 years of relevant work experience across sectors preferably with the agriculture, food, nature, and rural development (AFNR) sector, and/or water resources sector; related experience in international agencies is an advantage.
- Knowledge of contract administration practices, procurement rules and regulations, safeguard implementation and their applications in the country context.
- Ability to quickly understand operational procedures of multilateral/development financial institutions.
- Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports across sectors including the AFNR sector.
- Good analytical thinking and demonstrate expertise in critical analysis and understanding on feasibility studies, technical drawings, and design reports related to AFNR sector.
- Understanding on bill of quantifies (BOQ), technical design specifications, and bidding requirements such as employers' requirements will be an advantage.
- Establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies.
Qualifications
Bachelor's degree in engineering (preferably in civil/water resources engineering), agriculture, economics, rural development, business administration or related area.
