Overview
The role focuses on leading project design, planning, and monitoring and evaluation processes, ensuring alignment with established frameworks and standards. It also involves supporting humanitarian and programme accountability mechanisms and strengthening DME capacity among staff and stakeholders.
Key Responsibilities
- Lead project design and planning processes, including mainstreaming of programme implementation.
- Plan, design, and carry out assessments and research exercises.
- Provide technical support for ongoing and new project designs.
- Support project start-up workshops to ensure understanding of M&E and reporting requirements.
- Develop and manage a database and information management system for project plans and indicators.
- Review the quality and consistency of project plans.
- Support staff in setting up and maintaining M&E systems.
- Perform quality control checks of M&E work.
- Design, carry out, and/or supervise baselines and evaluations.
- Track evaluations and ensure timely sharing of reports.
- Coordinate lessons learned events.
- Coordinate field M&E activities.
- Provide feedback to project staff to improve document quality.
- Enhance learning and codify knowledge through contributions to communities of practice.
- Provide documentation on case studies and success stories.
- Ensure functional humanitarian and programme accountability mechanisms.
- Ensure Do No Harm assessments are conducted.
- Establish appropriate tools for Humanitarian Accountability.
- Establish a complaints response mechanism and feedback methodology.
- Mainstream child protection incident reporting into the accountability system.
- Coordinate training and mentoring to build DME capacity.
- Ensure tailor-made trainings on complaints and response systems, documentation, and reporting.
- Roll-out M&E tools and methods.
Required Experience
Minimum of three years’ work experience in community-based programming, local government or work with NGOs or humanitarian agencies, of which at least two years must be in monitoring & evaluation.
Qualifications
A minimum of a university degree in Social Sciences, Statistics, Community Development, Development Studies, Local Government or any related field. Any other certification.
