Overview
The Human Resources Officer will be responsible for the delivery of standardized, efficient, and client-oriented HR services under IOM’s global shared services model, supporting multiple Country Offices and organizational units.
Key Responsibilities
- Lead the systematic review, redesign, and streamlining of HR processes.
- Identify opportunities for automation, standardization, and simplification.
- Define and document Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).
- Support continuous improvement by monitoring process performance and proposing corrective actions.
- Assess and map policy implications arising from redesigned processes.
- Review and document the delegation of authority.
- Map and assess WAVE system implications of new or revised HR processes.
- Design and support the development of new electronic forms and workflow configurations in HR systems.
- Identify and document ticketing system implications.
- Lead the standardization of HR templates.
- Draft and maintain Standard Operating Procedures (SOPs).
- Draft and maintain a revised approval matrix.
- Explore and promote synergies with other corporate HR stakeholders.
Required Experience
- Working experience in administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines.
- Previous working experience in an international organisation is an advantage.
- Previous working experience in Global Shared Services Centres is highly desirable.
- Familiarity with the UN common system or similar systems is an advantage.
Qualifications
- Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
