Overview
The European Commission is seeking a Programme Manager - Security Officer for Election Observation within the Service for Foreign Policy Instruments (FPI). The role involves managing EU Election Observation Missions and related missions, including procurement, contract management, and expert selection, with a focus on security and safety.
Key Responsibilities
- Management of EU Election Observation Missions, Election Expert Missions, Exploratory Missions and Election Follow-up Missions.
- Management of procurement procedures.
- Preparation and management of contracts with implementing partners.
- Participation in the selection of experts and observers.
- Horizontal responsibility for security and safety of electoral missions.
- Close coordination with the European External Action Service (EEAS) and a wide range of partners.
Required Experience
- At least 3 years’ experience in programme or project management in the EU Institutions, international organisations, other public administrations or equivalent.
- Experience in the area of security and safety would be a strong asset.
Qualifications
- Have a level of education which corresponds to completed university studies of at least three years attested by a diploma.
- Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the Ministry of Education) will be accepted.
