Overview

The Planning, M&E Analyst will facilitate and substantively contribute to defining results, monitoring progress against targets, and reporting on programme outcomes. The role also involves coordinating evaluation processes and promoting the use of results information for adaptation and evidence-based programming.


Key Responsibilities
  • Facilitate and substantively contribute to defining results, including theories of change.
  • Provide technical inputs for the development of M&E frameworks and costed monitoring and evaluation plans.
  • Contribute to the formulation of the United Nations Sustainable Development Cooperation Framework.
  • Support the development of annual and multiyear results plans and workplans.
  • Facilitate and contribute to the development of field monitoring plans and quality assurance processes.
  • Provide substantive inputs to the monitoring and tracking of results against country programme and strategic plan targets.
  • Support the conduct of annual and midterm reviews of projects and programmes.
  • Collect and analyse data and evidence, and oversee regular data quality checks.
  • Facilitate the reporting of results to internal and external audiences.
  • Compile and analyse data for projects and present analytical reports.
  • Support communicating results for internal and external audiences.
  • Provide technical support for the implementation of the UNFPA Evaluation Policy.
  • Coordinate the development and implementation of costed evaluation plans.
  • Manage individual decentralized evaluation processes and ensure quality.
  • Promote the use of evaluation findings and recommendations.
  • Contribute to knowledge management and maintaining a culture of results.
  • Ensure implementation of results-based management principles and standards.
Required Experience
  • At least 2 years of relevant national/international working in the area of monitoring and reporting.
  • Experience in results-based management, evaluation and evidence-based programming is an asset.
  • Experience in the United Nations, UNFPA and/or other multilateral organization, field work experience, are highly desirable.
  • Experience in one of UNFPA transformative areas is an asset.
  • Strong knowledge of programme formulation and implementation and Results Based Management.
  • Good knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting.
  • Proficiency in data collection and visualization tools, specifically KoboToolbox and MS Power BI or Looker; knowledge of DHIS2 is an asset.
  • Familiarity with the United Nations Cluster system and demonstrated experience contributing to inter-agency humanitarian platforms, such as ActivityInfo.
  • Ability to provide policy advice and support to implementing partners.
  • Ability to interact with donors.
  • Ability to synthesize program performance data and produce analytical reports.
  • Good analytical and report writing skills.
  • Good planning, goal setting, prioritization and organizational skills.
Qualifications

Masters degree (or equivalent) in statistics, economics, health, population demography and/or any other related social science discipline.
