Overview

The Programme Analyst on Sexual and Reproductive Health (SRH) is responsible for contributing to the effective implementation of UNFPA activities in SRH by analyzing trends and providing inputs to programme formulation, monitoring, and evaluation.


Key Responsibilities
  • Analyzes and interprets the political, social and economic environment relevant to sexual and reproductive health and identifies opportunities for UNFPA assistance and intervention.
  • Keeps abreast of policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue and technical assistance coordination.
  • Contributes to the formulation and design of the country programme in line with Government priorities, UNFPA Strategic Plan, United Nations Development Assistance Framework (UNDAF) and according to UNFPA programme policies and procedures.
  • Ensures quality of programme/project design, incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
  • Monitors expenditures and disbursements to ensure delivery is in line with approved program budgets and to realize targeted delivery levels in compliance with relevant UNFPA rules and regulations.
  • Expedites and coordinates program implementation through establishing collaborative relationships with implementing partners, experts, government counterparts and other UN agencies.
  • Helps create and document knowledge about current and emerging sexual and reproductive health and rights issues, by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Assists advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. program applications, program summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.
  • Maintains effective internal/external communication with both internal and external team, partners, counterparts, donors, etc.
  • Contributes to the monitoring programme activities by establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
Required Experience

Relevant professional experience, preferably in programme/project management in the public sector, international organizations or with non-governmental organizations in the area of public health are considered an advantage. Prior experience in public health, maternal and child health, and policy would be highly desirable.

Qualifications

Advanced degree in public health and/or other related social science field.
