Overview

The incumbent is responsible for contributing to the monitoring of activities related to preventing and responding to sexual exploitation, abuse and harassment (SEAH) for the Ukraine CO. They will be responsible for performing substantive analysis of program data and the implementation of relevant aspects of UNFPA’s PSEAH Strategy and Accountability to Affected Populations (AAP).


Key Responsibilities
  • Conducting regular reviews and support to Management.
  • Assisting the Country Representative to fulfill his/her responsibilities in accordance with ST/SGB/2003/13.
  • Ensuring the identity and role of PSEA Focal Points are known.
  • Providing technical and analytical support for project implementation and fund code management.
  • Providing technical support and guidance to CO work plan managers and IP focal points in the implementation of the UN Protocol on Allegations of SEA involving Implementing Partners.
  • Drafting technical reports and compiling documentation for the annual management certification.
  • Participating in and providing technical support to inter-agency PSEA Network meetings.
  • Reviewing and supporting UNFPA Ukraine sub-national PSEA Focal Points in their duties and responsibilities.
  • Participating in activities of the global UNFPA PSEA Focal Point network.
  • Maintaining and analysing databases related to the UNFPA Ukraine SEAH Risk and Mitigation Plan.
  • Analysing and reporting the development of SEAH prevention tools.
  • Liaising with HR to ensure regular procedures to guard against hiring of persons who have a record of SEAH offenses.
  • Ensuring that UNFPA procedures and mechanisms for reporting allegations of SEA are known.
  • Supporting the intake process for allegations and ensuring documentation is prepared for senior management review.
  • Organising learning and awareness raising activities on PSEAH.
  • Supporting Implementing Partners in developing IEC materials and organizing learning sessions.
  • Providing technical support and advice to UNFPA program teams to embed accountability practices into UNFPA’s programmes.
  • Providing technical inputs for the review of adherence to SOPs to UNFPA’s Complaint and Feedback Mechanism Standard Operating Procedures.
  • Performing any other functions as linked to UNFPA’s PSEA Focal Point responsibilities, or as directed by the Country Representative.
Required Experience
  • 2 (two) years of relevant professional experiences as operational support or technical assistance in the field of sexual exploitation and abuse, sexual harassment, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming, AAP and/or humanitarian affairs.
  • Experience working with or in inter-agency bodies, processes or networks is desirable.
  • Experience in the day-to-day implementation of activities in of GBV/PSEA/AAP as well as in budget management is desirable.
  • Excellent communication skills for communication with internal and external stakeholders, having successfully worked across different teams and hierarchies is desirable.
  • Experience of working directly with local communities (especially women and girls) and sensitivities to diversities is desirable.
Qualifications

Advanced University degree in gender (Master or higher), population, social sciences, public health, law, economics, development or other related fields.
