Overview

The Planning, M&E Analyst will provide technical inputs to programme formulation, monitor results against targets, facilitate reporting, and contribute to knowledge management and a culture of results. The role also involves acting as an evaluation manager to ensure the quality of evaluation processes and products.


Key Responsibilities
  • Provide technical inputs to programme formulation and development of theories of change.
  • Coordinate and facilitate the development of M&E frameworks and costed M&E plans.
  • Provide inputs for the formulation of the United Nations Sustainable Development Cooperation Framework.
  • Support the development of annual and multiyear results plans and workplans.
  • Promote the use of evaluation results for evidence-based planning.
  • Monitor and track results against country/regional targets and UNFPA Strategic Plan.
  • Provide inputs for annual and midterm reviews of projects and programmes.
  • Support field monitoring and coordinate with programme teams.
  • Collect and analyse data, oversee data quality checks, and participate in joint monitoring mechanisms.
  • Facilitate the reporting of results to internal and external audiences.
  • Compile and analyse data for projects and present analytical reports.
  • Support communicating results for internal and external audiences.
  • Provide technical support for the implementation of the UNFPA Evaluation Policy.
  • Support the development and implementation of costed evaluation plans.
  • Ensure the quality of evaluation processes and products.
  • Participate in interagency and coordination work on M&E.
  • Promote the use of evaluation findings and recommendations.
  • Support efforts to enhance UNFPA internal and national capacity development on M&E.
  • Contribute to knowledge management and maintaining a culture of results.
  • Assist in the application of results-based management principles and standards.
  • Provide technical support to implementing partners on RBM.
  • Identify, disseminate, and use good practices, lessons, and knowledge.
  • Support senior managers in developing management responses to evaluations.
Required Experience
  • Relevant national/international working in the area of monitoring and evaluation, information management or programme management.
  • Experience in results-based management, evaluation and evidence-based programming is an asset.
  • Experience in one of UNFPA transformative areas is an asset.
  • Good Knowledge of programme formulation, implementation, and Results Based Management.
  • Good Knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting.
  • Ability to provide policy advice and support to implementing partners.
  • Ability to synthesize programme performance data and produce analytical reports.
  • Good analytical and report writing skills.
  • Proficiency in data collection and visualization tools, specifically KoboToolbox and MS Power BI or Looker; knowledge of DHIS2 is an asset.
  • Planning, goal setting, prioritization and organizational skills.
Qualifications

Masters degree (or equivalent) in statistics, economics, health, population demography and/or any other related social science discipline.
