Overview
The role involves working on technical and demanding files related to fisheries inspection and control, contributing to the evaluation of Member States' implementation of fisheries control regulations.
Key Responsibilities
- Contributing to the control and evaluation of the implementation by MS of the provisions of the revised fisheries control regulation by coordinating, preparing and carrying out verifications, autonomous inspections and audits on-the-spot, in particular on weighing systems, catch registration and control of the landing obligation
- The work also includes substantial data analysis, drafting of verification, inspection and audit reports, contributing to the drafting of fisheries Action Plans and/or Administrative Inquiries
- Contributing to drafting reports, briefings and policy documents on a broad range of fisheries control matters and enforcement issues
- Acting as country desk and co-desk officer for specific Member States
- Analysing MS requests for fisheries control derogations based on relevant rules and drafting relevant Commission Decisions
- Providing substantial input and support to the legal unit on follow-up actions to verifications, autonomous inspections and audits involving enforcement proceedings
- Contributing to the unit work in international negotiations on fisheries control matters within RFMOs and other bilateral/multilateral fisheries agreements
- Representing the Commission in fisheries control expert meetings with MS, stakeholders and EFCA
Required Experience
Previous experience of at least 3 years in carrying out audits, verifications and/or autonomous inspections in the field of the fisheries control rules - in particular on weighing systems, catch registration and control of the landing obligation - as well experience in international negotiations on fisheries control related matters would be an asset. Also, previous experience with enforcement tools, in particular EU Pilots, infringements and Action Plans would be a strong advantage.
