Overview
The CCCM/Shelter Manager leads the technical planning, implementation, and representation of camp management and shelter projects. The role involves coordinating services, capacity building, community engagement, and overseeing interventions to ensure effective camp governance and beneficiary participation.
Key Responsibilities
- Ensure CCCM/shelter programming according to DRC SoPs and humanitarian principles.
- Ensure on time, budget implementation of CCCM/Shelter projects, meeting donor targets.
- Produce and update detailed project work plans.
- Undertake field/onsite visits to monitor quality and provide technical advice.
- Maintain close communications with colleagues in other sectors, management, and support offices.
- Prepare high quality and timely narrative reporting for donors.
- Complete and update budget forecasts and monitor budget vs. actual.
- Plan and coordinate logistics and movements of staff.
- Maintain ongoing communication with Safety regarding contextual developments.
- Support integration of CCCM/Shelter interventions with other core sectors.
- Establish and update the MEAL plan, including indicator and quality tracking.
- Identify opportunities for communications work.
- Provide technical oversight and support to field teams, partners, and authorities.
- Deliver on-the-job coaching, training sessions, and workshops.
- Collaborate with the Country Office CCCM/Shelter Team for technical consistency.
- Lead the piloting/implementation of ABSM approach.
- Recruit and line manage the CCCM/Shelter team.
- Provide regular constructive feedback to direct reports.
- Assess training and development needs and implement capacity building plans.
- Contribute to the development and implementation of DRC’s sector strategy.
- Identify needs of communities and gaps in CCCM/Shelter services.
- Provide technical input into the development of SOPs and technical standards.
- Contribute to Area level program strategy and establishment of log frames and targets.
- Participate in proposal development processes.
- Act as the Area Based Coordination focal point.
- Participate in and represent DRC in CCCM/Shelter Working Group/cluster meetings.
- Ensure DRC’s work is coordinated with other agencies.
- Feed into national clusters regarding context, needs, and coordination possibilities.
- Ensure respect of DRC Code of Conduct and zero tolerance policy of SEA.
- Contribute to the integration of protection and AGD mainstreaming.
- Undertake any other duties assigned by the Line Manager.
- Contribute to advocacy objectives.
Required Experience
- Minimum four years CCCM/Shelter field experience.
- Minimum two years CCCM/Shelter manager/senior level experience.
- Experience in humanitarian work and IDP complex emergencies, including in camp settings.
- Experience with managing large teams and providing technical guidance, training and capacity building.
- Preferred experience with full time remote management of static and mobile teams.
- Experience managing large CCCM/Shelter projects, budget planning and follow-up, procurement, report and proposal writing.
- Proven communication, negotiation, advocacy and diplomacy skills.
- Knowledge of Gender and protection mainstreaming, AGD, PwSN and AAP approaches.
Qualifications
University degree relevant to humanitarian work: preferably in engineering, social work, gender studies, social sciences or humanitarian aid (significant proven field experience may be accepted in lieu).
