Overview

The Programme Associate - CBT will play a pivotal role in the creation and supervision of the entire CBT cycle at the country level, including team coordination, transfer reconciliation, distribution reporting, invoicing, and coordination with various offices and stakeholders.


Key Responsibilities
  • Support cash transfer activities in Port-au-Prince in accordance with WFP standards.
  • Provide specialized project management support for CBT programs.
  • Ensure beneficiary lists are prepared and cash distribution activities are monitored.
  • Liaise with WFP units and financial/cooperating partners for effective collaboration.
  • Update operational tracking sheets to monitor progress and identify implementation gaps.
  • Supervise CBT assistants and provide technical support to field-based CBT assistants.
  • Maintain key data (distribution plans, distribution reports, reconciliation, etc.).
  • Process reconciliations and coordinate this task within the assistant team.
  • Maintain updated Tracking Tools (TT) and ensure timely and quality reconciliation processing.
  • Follow up with financial support services for final payment of financial service partner invoices.
  • Contribute to monitoring allocated resources for effective utilization.
  • Provide support to various units in resolving operational issues in cash transfers.
  • Perform tasks in the SCOPE platform, including intervention setup and distribution/payment list creation.
  • Contribute to capacity building of financial partners and provide support on distribution reporting.
  • Prepare coordination meetings with financial service providers.
  • Provide support in organizing internal Cash Working Group meetings.
  • Consolidate the mission plan for country office CBT staff.
  • Conduct ad-hoc field missions to monitor cash activities and propose solutions.
Required Experience
  • At least four (4) years of progressive experience in project management, planning, and invoicing.
  • At least two (2) years of experience in implementing food assistance activities (in-kind or cash transfers).
  • Experience in the humanitarian field or with NGOs is an asset.
  • Experience in report management is an asset.
  • Experience with SCOPE and COMET platforms is an asset.
Qualifications

University degree in social sciences or another field related to humanitarian assistance.

Perfect knowledge (read, written, spoken) of French and Creole.
Languages Preferred
Knowledge of English is an asset.
