Overview

Consultancy to develop a Forensic Document Examination Training Manual and a Standard Operating Procedure for travel document examination.


Key Responsibilities
  • Conduct a desk review of existing documents and international best practices.
  • Develop an inception report detailing methodology, workplan, and draft structure.
  • Facilitate consultative workshops and stakeholder engagements.
  • Map existing document examination procedures and practices.
  • Develop the overall structure, format, and outline of the training manual.
  • Design and prepare structured instructional content.
  • Create practical exercises, case examples, and assessment questions.
  • Present the draft manual for review and incorporate feedback.
  • Support and facilitate a national validation workshop for the manual.
  • Finalize the Forensic Document Examination Training Manual.
  • Conduct consultations and interviews with frontline officers and stakeholders.
  • Establish the overall framework and structure for the SOP.
  • Review and update existing forms, templates, and reporting formats.
  • Draft the full SOP, integrating quality assurance and compliance measures.
  • Facilitate technical review sessions and incorporate stakeholder inputs.
  • Present the draft SOP during a validation workshop.
  • Finalize the SOP.
  • Design and facilitate a Training of Trainers (ToT) session.
  • Develop ToT materials.
  • Conduct pre- and post-training assessments.
  • Submit a detailed training report.
  • Submit a final consultancy report.
Required Experience
  • Seven years of experience in forensic document examination or border management.
  • Demonstrated knowledge and experience in developing SOPs, training materials, and/or curricula.
  • Experience conducting ToT sessions or capacity-building programs.
  • Extensive work experience in migration protection, counter trafficking, and border and migration governance.
Qualifications
  • A master’s degree from an accredited academic institution in Forensic Science, Security Studies, Criminology, or related field.
  • A first-level university degree.
