Overview

The DTM Operations Consultant will support the implementation of DTM information management activities, including data collection, validation, and reporting, to strengthen evidence-based humanitarian response and disaster preparedness in Papua New Guinea.


Key Responsibilities
  • Coordinate and supervise DTM operational activities.
  • Lead the implementation, operational oversight, and monitoring of DTM activities.
  • Supervise and provide technical guidance to field teams and enumerators.
  • Support in provide updates and analysis on displacement trends.
  • Support the development and improvement of DTM tools, methodologies, and reporting systems.
  • Contribute to the preparation of operational reports and other DTM information products.
  • Participate in humanitarian coordination meetings.
  • Conduct regular coordination meetings with field teams.
  • Ensure compliance with operational safety, security, and inclusion principles.
  • Deliver DTM-related trainings and capacity-building activities.
Required Experience
  • Minimum of 6 years of experience.
  • Relevant experience in community engagement, humanitarian response, disaster management, peacebuilding, or development programming within complex operational environments.
  • Experience implementing activities aimed at improving socio-economic conditions, community resilience, livelihoods, local economic recovery, vocational training, community stabilization, or resilience programming.
  • Demonstrated experience integrating gender, protection, inclusion, GBV considerations, accountability to affected populations (AAP), and conflict-sensitive or “Do No Harm” approaches within humanitarian or community-based programming.
  • Experience liaising and coordinating with government authorities, humanitarian partners, NGOs, community leaders, and other stakeholders.
  • Working knowledge of programme monitoring and evaluation, impact measurement, data analysis, evidence-based programming, and operational reporting.
  • Working knowledge of impact measurement, programme monitoring and evaluation, cost-effectiveness analysis, commitment to evidence-based decision making and social impact evaluation.
  • Proven experience in mobile data collection software KOBO Collect/ODK.
  • Familiarity with gender mainstreaming and inclusion/protection principles.
Qualifications

• Bachelor’s degree in social sciences, data management, or other relevant field.

Work Modality
The incumbent required to travel to the field.
Remuneration
The consultant will receive a monthly payment upon submission of the monthly attendance/time sheet. Payments will be as per above schedule after submission of a fully approved monthly progress report including achievements, challenges, lessons & learned and recommendations against the approved work plan.
