Overview
The PMER Officer is responsible for implementing a PMER framework for the operation and strengthening the quality of PMER systems and functions by providing technical assistance and guidance across planning, monitoring, evaluation/review, reporting, learning, and accountability.
Key Responsibilities
- Provide technical assistance and support to set up and implement a planning process for quality plans.
- Support the development and implementation of an M&E plan for the operation.
- Prepare, design, and implement necessary surveys, such as baseline surveys, reviews, and evaluations.
- Coordinate all reporting activities closely with the PMER Coordinator or operational leadership.
- Contribute to the accountability focus of all PMER work across the operation.
- Support the cross-sharing of accessible information and learning from operational monitoring and reviews.
- Provide and coordinate technical support to enhance PMER and IM capacities.
Required Experience
- Minimum of 5 years work experience in international development and/or humanitarian relief.
- Minimum 5 years’ experience in designing and implementing integrated results-based planning, monitoring and reporting systems and processes for organizations working in complex humanitarian or development contexts.
- Minimum 5 years of hands-on work in project and program design, monitoring, and reporting in complex humanitarian or development contexts.
- Work experience with Red Cross/ Red Crescent Movement, including time in the field and/or with National Society.
- Demonstrated experience in planning capacity building, training development and delivery.
- Experience in working in armed conflict, complex emergencies or similar crisis situations.
Qualifications
- University degree in relevant discipline (International Relations, Humanitarian Affairs) or Equivalent experience.
- Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, security).
