Overview

The MEAL Coordinator will provide comprehensive support to awards implemented through the Bale Field Office, ensuring quality, consistency, and accountability in Monitoring, Evaluation, Accountability, and Learning (MEAL) activities.


Key Responsibilities
  • Develop and implement a work plan for rolling out the MEAL system.
  • Provide technical support to Program staff on developing and implementing M&E plans.
  • Support program staff to collect good quality monitoring data.
  • Work with the MEAL team on the design and roll-out of standardised monitoring tools and methodologies.
  • Provide technical assistance and capacity building for program staff and partners’ staff on MEAL tools and methodologies.
  • Ensure regular reports are generated from monitoring data and findings are communicated effectively.
  • Conduct qualitative M&E using participatory methodologies.
  • Support and participate in surveys, baselines, evaluations, and reviews/lessons learning workshops.
  • Implement accountability activities, including developing information materials and establishing a pilot complaints response mechanism.
  • Provide inductions to new staff on MEAL and increase capacity in Accountability.
  • Promote learning throughout the area office.
  • Produce and report on best practices and case studies.
  • Ensure children, women, and other vulnerable community members are included in all MEAL activities.
  • Support the Field Office with quality and timely donor, government, and internal report organising.
  • Assist the head of the field office in organizing meetings.
  • Coordinate need assessment, developing response plans, attending cluster meetings, and liaising with cluster partners.
  • Generate lessons learned and ACCM with FO, AO and CO team.
  • Lead staff on rapid and contextual needs assessment.
  • Provide effective communication vertically and horizontally.
  • Capture and store program quality data, generating information for impacts.
  • Lead the QBM & PDM on demands.
  • Support PRIME adoption and reinforce mandatory daily use of PRIME.
  • Build staff capacity through training, coaching, and on-the-job support.
  • Ensure data quality, timeliness, and completeness in PRIME.
  • Integrate PRIME into routine management processes.
  • Strengthen management ownership and accountability to drive consistent PRIME usage.
  • Monitor PRIME adoption progress and address barriers promptly.
  • Prevent abuse, exploitation, neglect, harm and modern slavery within areas of responsibility.
  • Prevent fraud, bribery, and corruption within areas of responsibility.
  • Promote a culture of accountability, transparency, and continuous improvement in safeguarding and counter fraud practices.
  • Engage with communities proactively to understand safeguarding risks and concerns.
  • Conduct regular field visits to verify that safe programming and reporting mechanisms are functioning effectively.
  • Prepare quality and timely FO MEAL report.
Required Experience
  • Minimum of 5 years of experience in MEAL, preferably within an INGO environment.
  • Substantial field operations experience in both development and emergency programs.
  • Field-level experience in procurement and logistics within INGOs working in international development and emergency contexts.
  • Strong knowledge of key institutional donors and their compliance requirements related to MEAL systems.
  • Highly developed interpersonal and communication skills, including influencing, negotiation, and coaching.
  • Demonstrated ability to solve complex issues through strong analytical skills, clear decision-making, and a commitment to quality and accountability.
  • Ability and willingness to adapt work practices, including working irregular hours during major emergencies and travelling on short notice for extended periods.
  • Highly organised with strong administrative and information-management skills.
  • Ability to use updated software applications and databases to analyse and interpret data for decision-making.
  • Experiences with SCI updated the MEAL system and PRIME adoption.
Qualifications

• BA Degree or equivalent in MEAL, Statistics, Development Studies, or other related fields.
