Overview
Provides expert advisory services to UNOPS Programmes on fund management, focusing on the design, negotiation, and strategic turnaround of single and multi-donor pooled funds.
Key Responsibilities
- Participate in donor negotiations for designing new funds/programmes.
- Draft concept notes/project proposals/budgets for designing financing mechanisms.
- Draft programme/fund related documentation.
- Support offices in designing fund’s organogram and terms of reference.
- Provide surge capacity to new funds during start up.
- Conceptualize innovative financing approaches.
- Provide diagnostic assessment of ongoing funds and advice on turnaround.
- Provide on-going assurance/peer review on active funds.
- Propose strategies to attract further funding.
- Contribute to fund management publications and knowledge management initiatives.
Required Experience
- Progressively responsible for programme implementation/fund management.
- A minimum of 3 years’ experience in design or management or turnaround of single or multi-donor fund.
- Experience of managing government and donor relations while working for an international organization or related experience.
Qualifications
- Bachelor’s degree (or equivalent) preferably in Business Administration, Public Administration, Law, International Relations, Political / Security / Development Studies, or related relevant discipline with 9 years of relevant experience OR Master’s degree (or equivalent) in above mentioned discipline with 7 years of relevant experience.
- PM Certification such as MSP® foundation or P3M3 assessment is desired.
