Overview

Provides expert advisory services to UNOPS Programmes on fund management, focusing on the design, negotiation, and strategic turnaround of single and multi-donor pooled funds.


Key Responsibilities
  • Participate in donor negotiations for designing new funds/programmes.
  • Draft concept notes/project proposals/budgets for designing financing mechanisms.
  • Draft programme/fund related documentation.
  • Support offices in designing fund’s organogram and terms of reference.
  • Provide surge capacity to new funds during start up.
  • Conceptualize innovative financing approaches.
  • Provide diagnostic assessment of ongoing funds and advice on turnaround.
  • Provide on-going assurance/peer review on active funds.
  • Propose strategies to attract further funding.
  • Contribute to fund management publications and knowledge management initiatives.
Required Experience
  • Progressively responsible for programme implementation/fund management.
  • A minimum of 3 years’ experience in design or management or turnaround of single or multi-donor fund.
  • Experience of managing government and donor relations while working for an international organization or related experience.
Qualifications
  • Bachelor’s degree (or equivalent) preferably in Business Administration, Public Administration, Law, International Relations, Political / Security / Development Studies, or related relevant discipline with 9 years of relevant experience OR Master’s degree (or equivalent) in above mentioned discipline with 7 years of relevant experience.
  • PM Certification such as MSP® foundation or P3M3 assessment is desired.
