Overview

International Consultant to enhance the institutional training capacities of the Ethiopian Immigration & Citizenship Service (ICS) and Ethiopian Police University (EPU) through needs assessments, strategy development, and curriculum design.


Key Responsibilities
  • Conduct Training and Capacity Needs Assessments (TCNA) for ICS and EPU.
  • Develop an institutional training strategy and implementation roadmap for ICS.
  • Design a competency-based training curriculum package for ICS.
  • Assess inter-agency cooperation mechanisms between EPU, ICS, and other agencies.
  • Develop curriculum enrichment and harmonization recommendations for EPU.
  • Assess and recommend digital learning systems and platforms for EPU.
  • Prepare inception reports, validation workshop reports, and final consolidated reports.
Required Experience
  • A minimum of ten (10) years for BA Degree or 7 years for master's progressive professional experience in training needs assessment, curriculum development, institutional capacity building, or related fields, preferably in the context of law enforcement, migration management, or security sector reform.
  • Demonstrated experience in conducting training and capacity needs assessments for government institutions, police academies, or immigration services in developing countries, with a preference for experience in Africa or the Horn of Africa region.
  • Proven track record in designing competency-based training curricula for law enforcement, immigration, or security sector institutions.
  • Experience in developing training strategies and institutional capacity development plans for public sector organizations.
  • Experience in assessing and recommending digital learning platforms and e-learning systems for educational or training institutions is highly desirable.
  • Prior experience working with or for international organizations (IOM, UNHCR, UNODC, UNDP, INTERPOL, or similar) is highly desirable.
  • Experience in facilitating multi-stakeholder consultations and validation workshops is required.
  • Familiarity with Ethiopian or East African institutional, legal, and policy frameworks related to law enforcement and migration is an advantage.
Qualifications

• Bachelor’s degree in education, curriculum development, public administration, security studies, criminology, law enforcement, migration studies, international relations, or a closely related field from an accredited institution with 10 years of relevant professional experience and/or a master’s degree in the above fields with seven years of relevant professional experience.

• Knowledge of Amharic is an asset.
