Overview
The Programme Analyst analyses and assesses relevant political, social and economic trends, guides and facilitates the development and delivery of UNFPA’s programmes. S/he reports directly to the Assistant Representative and works under the overall leadership of the Representative.
Key Responsibilities
- Leading, coordinating and managing Country Office humanitarian preparedness and response.
- Analyzing and interpreting the humanitarian, social and economic environment relevant to UNFPA activities.
- Acting as the focal point of UNFPA Mozambique for humanitarian preparedness and response.
- Participating actively in appropriate UN coordination mechanisms.
- Leading the development and implementation of humanitarian and emergency preparedness and response strategies at country level.
- Gathering and analyzing information, situations, and problems for humanitarian preparedness and response.
- Researching and developing synergies with other social and economic development technical and financial partners.
- Ensuring alignment of the UNFPA humanitarian response plan with those of the Government of Mozambique and other UN Agencies.
- Finalizing, maintaining and updating the UNFPA Country Office Contingency Plan and organizing training and awareness raising for its implementation.
- Providing support to UNFPA field offices on emergency assessments, preparedness and response.
- Supporting the development of national contingency plans at central and local levels.
- Conducting assessment, monitoring and evaluation missions.
- Providing inputs to all relevant programming documents.
- Liaising with Implementing Partners, consultants, etc. for the implementation of humanitarian activities.
- Providing capacity development opportunities and necessary support and guidance.
- Expediting and coordinating humanitarian response implementation.
- Participating in conducting needs assessments; design and conduct base line studies, operations research, mid-term and end of project assessments, surveys, and other studies.
- Identifying capacity gaps of local implementation partners.
- Ensuring regular documentation of good practices and lessons learned.
- Providing technical support to Implementation Partners.
- Being accountable for human and financial resources allocated for humanitarian programmes.
- Ensuring that data on UNFPA's humanitarian activities is recorded and readily available.
- Advising and reporting on achievement of humanitarian project results.
- Identifying bottlenecks, constraints and resource deficiencies and recommending corrective actions.
- Ensuring the timely submission of quality results-based reports.
- Supporting necessary logistics for humanitarian response.
- Preparing concept notes and proposals for resource mobilization.
- Preparing advocacy materials on UNFPA's emergency response priorities and activities.
- Ensuring that UNFPA's humanitarian contributions are well reflected in all joint UNCT and other partners' materials.
- Undertaking other job-related duties assigned by the supervisor and/or Deputy Representative, and Representative.
Required Experience
- Two years’ professional experience in the field of development and population and/or reproductive health activities.
- Working experience in humanitarian context and familiarity with cluster approach.
- Familiarity with issues of reproductive health, gender and gender based violence and how this impacts on women and the young.
- Proven experience in programme/ project management working with government institutions, NGOs and/or donor institutions, at national or international level.
- Experience in the United Nations, UNFPA and/or other multilateral organization.
- Proven experience in design, monitoring and evaluation of development projects.
- Proficient in using office software packages and web-based information management systems.
Qualifications
• Master’s degree in health, demography, gender, social development, business administration or other related social science discipline.
