Overview
The Site Supervisor Assistant will support the monitoring of housing and infrastructure projects, repairs, and rehabilitations of damaged buildings, in coordination with relevant colleagues, partners and municipalities.
Key Responsibilities
- Monitor construction activities and contractors continuously on-site, track progress against workplans and budgets and report potential delays.
- Assist in conducting quality control and documenting progress of works on-site.
- Assist in conducting technical assessments of damaged buildings and engineering networks.
- Monitor construction activities to ensure strict compliance with donors' Health and Safety (H&S) measures.
- Assist in drafting Bills of Quantities and Bills of Materials, and other necessary documentation.
- Assist regarding coordination with the Supply Chain Unit on procurement process, delivery of programme items and bidding processes.
- Work closely with relevant internal units to support the consideration and integration of Housing, Land and Property (HLP) issues.
- Update programme trackers related to cost, schedule, quality and Health and Safety (H&S).
- Review of the completeness and correctness of as-built documentation.
- Compile inputs for weekly, monthly, and ad‑hoc project reports and maintain proper project filing.
- Adhere to the highest standard of IOM's policy on the Prevention of Sexual Exploitation and Abuse (PSEA).
- Participate in coordination meetings with external stakeholders.
- Ensure proper filing of documents according to data protection and confidentiality protocols.
- Perform other duties that may be required.
Required Experience
- 7 years of experience supporting construction or rehabilitation projects, including site monitoring, documentation, coordination with contractors, and reporting.
- 7 years of experience working as a site engineer/foreman/construction site manager on civil/rehabilitation/external engineering networks construction sites.
- Familiarity with construction Health & Safety practices and ability to monitor and report on compliance.
- Knowledge of the Microsoft suite of applications (MS Word, MS Excel etc.) and planning software such as MS Project.
- Knowledge of applicable Ukrainian building codes, policies, standards, and best practices related to the project.
- Proficiency in design-related software (e.g. AutoCAD) and the ability to prepare schedules, Bills of Quantities, and cost estimates.
- A sound and up-to-date knowledge of local construction techniques and materials.
- Experience in liaising with governmental authorities, national and international institutions, United Nations agencies, and non-governmental organizations.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
- Prior work experience with international humanitarian organizations, non-governmental or governmental institutions in a multicultural setting is an advantage.
Qualifications
Bachelor's degree in Civil Engineering, Construction Management, Architecture, Structural Engineering, or other related technical fields.
