Overview

The Staff Officer (Energy Sector) provides subject matter expertise on the RSN energy infrastructure sector and its interdependencies, contributing to infrastructure gap analyses and information management. The role supports the analysis of complex infrastructure networks and the assessment of infrastructure-related incidents.


Key Responsibilities
  • - Support the Branch Head in tasks on infrastructure issues related to JSEC and the RSN with expertise in the energy sector, including POL infrastructure.
  • Support the conduct of cross-functional infrastructure assessments to identify gaps and vulnerabilities within the RSN.
  • Support the analysis of complex and interdependent infrastructure networks as a subject matter expert for the Energy strategic infrastructure sector.
  • Support the assessment of the impact of infrastructure-related incidents on the RSN physical layer with expertise on energy-related infrastructure, including POL infrastructure.
  • Enable JSEC with relevant data, guidance, and support on all Energy sector services and infrastructure pertinent to NATO and its partners.
  • Support SHAPE to get the most efficient use of HN Energy infrastructure during joint operations.
  • Identify areas requiring attention and propose recommended actions to improve the management of energy or other resources.
  • Evaluate and advise on political, legislative, economic, social, and technological factors affecting the Energy sector within NATO AORs.
  • Support SHAPE efforts to plan and manage changes to infrastructure assets, systems, processes, or practices intended to reduce or constrain consumption and/or disposal of energy or materials.
  • Advice and participate in training, evaluation, validation & certification exercises of operational and subordinate HQ elements, providing MILENG augmentees for NATO exercises as required.
  • Provide specialist military engineer input to the operational planning process, supporting mission analysis with resource and infrastructure development plans.
Required Experience
  • - Proven experience in Military Civil Engineering activities that identify, design, construct, lease, or provide military facilities.
  • Involved in operational planning to identify minimum construction requirements to support the commitment of military forces.
  • Require military and civilians who are certified professional engineers or architects.
  • 2 years function related experience (with University Degree) or 4 years post related experience (with Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation).
  • Experience in the area of Infrastructure Risk Management / Critical Infrastructure or similar (desirable).
  • Experience and enhanced understanding of the energy infrastructure sector, including power supply, electrical grids, pipeline infrastructure (oil, gas, fuel) and overall energy production chains (desirable).
  • 3+ years’ experience in Energy infrastructure management or similar (desirable).
  • Experience in working with large datasets (desirable).
  • Technical expertise with data modelling and segmentation techniques (desirable).
  • Familiarization with the principles of Geo Information Systems (GIS) (desirable).
  • Thorough understanding of management and data administration duties such as collection, analysis and distribution (desirable).
  • High numerical & analytical skills (desirable).
  • Expertise on Petroleum Oil and Lubricants (POL) Logistics and Infrastructures (desirable).
Qualifications
  • - University Degree in Civil engineering disciplines or related discipline.
  • Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation.
