Overview

Provide overall technical leadership, coordination, and strategic oversight of the project, ensuring high-quality implementation, policy influence, and strong stakeholder engagement at district level.


Key Responsibilities
  • Lead overall project planning, implementation, and project performance.
  • Ensure integration across all objectives: Policy & advocacy, behaviour change, Child protection systems, and Livelihoods.
  • Ensure alignment with national child labour frameworks and CP Minimum Standards.
  • Lead engagement with MGLSD, National Steering Committee, Parliament, and MDAs.
  • Coordinate Policy dialogues and advocacy initiatives.
  • Oversee development of Policy briefs, fact sheets, and evidence products.
  • Lead district budget advocacy and financing discussions.
  • Manage high-level relationships with the Government at the district level, the private sector (coffee companies, cooperatives), UN agencies, CSOs, and donors.
  • Represent the project in CP coordination forums, Child labour platforms, and ensure effective multi-stakeholder collaboration.
  • Lead engagement with coffee value chain actors on Child Rights and Business Principles (CRBP) and Human Rights due diligence.
  • Oversee the development of company commitments and MOUs, Child labour policy development within companies, and ensure integration of traceability and compliance mechanisms.
  • Ensure quality implementation of Case management systems and referral pathways, and Community structures and PSW strengthening.
  • Provide technical guidance on Child protection standards, Safeguarding, and risk mitigation.
  • Ensure ethical programming and “do no harm” approaches.
  • Supervise Project Officers and other child protection field teams.
  • Provide coaching, mentoring, and performance management.
  • Support capacity Building of staff and partners on Child labour, Case management, advocacy, and coordination.
  • Oversee project monitoring framework and indicators.
  • Ensure quality data collection, analysis, and reporting.
  • Lead Learning reviews, documentation of impact, and best practices.
  • Use data to inform adaptive management.
  • Identify and manage programmatic and safeguarding risks.
  • Ensure incident reporting and response mechanisms are functional.
  • Maintain oversight of ethical concerns and compliance.
  • Oversee budgets and ensure efficient resource utilization.
  • Approve expenditure aligned with project objectives.
  • Ensure donor compliance and reporting requirements are met.
  • Adhere to the Child Protection Policy, Safeguarding policy and Code of Conduct.
  • Consistently and proactively, monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to the Project Manager and liaising with external parties as required to maintain/enhance the security environment for the program.
  • Other duties as assigned by the project manager to enable and develop the program.
Required Experience
  • At least 5 years’ experience of implementing child protection system strengthening with similar responsibilities in humanitarian or development settings.
  • Good understanding of the national social welfare systems, alternative care systems, juvenile justice system and child protection mechanisms.
  • Experience in capacity building, conducting trainings, on-the-job coaching, and technical supervision.
  • Experience in community mobilization and conducting outreach activities, including the ability to work on supporting case management work for children at risk.
  • Experience working with case files and databases and providing regular documentation.
  • Ability to work individually and within a team.
  • Experience or knowledge of working and living in relevant regions/contexts.
Qualifications

• At least a bachelor’s in social work, human rights, or related field preferred and diploma/certificate in Child Protection as an added advantage.
