Overview
The Danish Refugee Council is seeking a Project Manager for Ethiopia-based activities of the Hope, Empowerment, Resilience (H.E.R.) project. The role is responsible for managing DRC programme staff in Assosa and coordinating with other Consortium partners to support resilience and promote social cohesion.
Key Responsibilities
- Ensure project implementation is responsive to beneficiary communities, donor compliance, and project vision.
- Provide leadership in all aspects of Project Cycle Management.
- Establish monitoring, evaluation, accountability, and learning systems.
- Ensure project activities are delivered within agreed timeframes and budgets.
- Update work plans and monitor project activity implementation.
- Ensure community participatory planning and targeting.
- Provide on-site support through frequent visits to project sites.
- Engage with technical staff from DRC and partners.
- Uphold professional standards related to humanitarian assistance.
- Lead technical aspects of budget revisions and coordinate inputs.
- Uphold confidentiality when managing records.
- Mentor and coach project teams and support professional development.
- Participate in relevant trainings and professional networks.
- Ensure technical standards for programme quality and accountability are met.
- Coordinate day-to-day project implementation and integration among consortium members.
- Ensure effective communication with project staff and consortium members.
- Participate in external stakeholder meetings and represent the consortium.
- Promote collaboration and synergy between project activities and similar initiatives.
- Develop and maintain strong working relationships with stakeholders.
- Represent the project at interagency coordination meetings.
- Ensure adequate donor visibility.
- Contribute to operations support activities (administration, finances, logistics).
- Comply with internal directives and policies.
- Oversee project budget planning, monitoring, cash forecasting, and BFU reviews.
- Track budget spending and ensure timely financial transaction reviews.
- Support team members in utilizing financial planning tools.
- Anticipate and communicate potential over/under spending.
- Provide expenditure forecasts.
- Ensure timely performance and development management for programme staff.
- Ensure project staff have clear objectives and receive regular supervision.
- Ensure appropriate participation of staff in project management and decision making.
- Ensure project staff attend office management meetings.
- Ensure timely recruitment and replacement of project staff.
- Monitor and provide feedback on staff performance.
Required Experience
- At least 5 years' experience working in international humanitarian and/or development aid, ideally with experience in a similar role (Area manager, Consortium Manager, Project Manager, Programme Advisor).
- Experience in leading and managing projects in conflict-affected/fragile contexts.
- Experience working with different market actors to implement livelihood/self-reliance, gender mainstreaming, peacebuilding/social cohesion, protection or advocacy interventions within financial inclusion programming context.
- Ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders.
- Experienced and excellent demonstrable understanding of project cycle management.
- Experience in capacity development of staff and in convening and facilitating trainings and workshops.
- Technical expertise in inclusive systems approaches and/or gender transformative programming is an asset.
- Excellent analytical and report writing skills.
- Excellent communication (spoken and written) and presentation skills.
- Possess sense of cultural awareness, sensitivity and respect for diversity.
- Strong organizational, team spirit and teamwork skills.
Qualifications
Degree in political science, international development, social work humanitarian law, migration or related field
