Overview

The Supply Officer is responsible for managing supply chain, logistics, and property for the Office of the High Commissioner for Human Rights (OHCHR). The role involves acquiring, managing, and tracking supplies, equipment, and services, as well as supporting procurement and disposal processes.


Key Responsibilities
  • Develops, reviews, monitors, assesses and manages guidance, procedures and operational workflows for the provision of global support services and management of files and records.
  • Plans and prepares forecasts, analysis, and reports of Organization’s machinery, equipment, tools, materials, services, supplies, and utilities.
  • Designs, develops updates, and makes use of relevant software for tracking, reconciliation, and costing purposes.
  • Initiates actions leading to procurement, maintenance, write-off and disposal of items.
  • Undertakes market research and reviews best practices in programme development and adapts such practices to United Nation’s (UN) requirements.
  • Establishes and/or reviews OHCHR requirements. Initiates actions to fulfill and control these requirements.
  • Conducts technical survey visits to plan and ensure most efficient use of resources.
  • Develops plans for redeployment of surplus assets and equipment.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained across relevant functional areas.
  • Analyzes problems, audit and performance reports on OHCHR activities and provides remedial action programmes where required.
  • Maintains accurate allocation and control of all equipment and stores received, stored and distributed by OHCHR.
  • Prepares reports for submission to PLU and counterparts.
  • Monitors Third Party procurement status.
  • Reviews, prepares, and defends write-off and disposal cases and initiates action to fulfill and follow-up on approved recommendations.
  • May provide guidance to or supervise new/junior staff.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • May perform other related work as required.
Required Experience

A minimum of five years of progressively responsible experience in supply chain services, administration, logistics, engineering, property management or related area is required. Experience in supporting global operations for an international organization is required. Expertise in MS Office applications; Umoja, SAP or similar Enterprise Resources Planning (ERP) tools is required. Experience in collecting, analysing and presenting data is required. Experience in the drafting of cases, guidelines and reports is required. 2 years or more of experience in data analytics, data reporting, or related area is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, supply chain or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or database management programs is an advantage.
