Overview
International expert to draft the Development Strategy of KAPS for 2027-2031, supporting KAPS in developing a strategy grounded in institutional analysis and aligned with its mandate and contemporary developments.
Key Responsibilities
- Carry out desk research related to the background of KAPS.
- Analyze the current situation, including strategic, legal, and institutional documents, and accreditation findings.
- Draft the KAPS Strategy for 2027-2031, including mission, vision, values, strategic pillars, objectives, measures, and performance indicators.
- Facilitate a workshop with KAPS senior management and counterparts on Strategic Validation.
- Conduct a roundtable with KAPS senior management and counterparts on the finalization of the KAPS Development Strategy 2027–2031.
- Submit a consultancy report including the final draft version of the KAPS Development Strategy 2027–2031.
Required Experience
- Minimum five (5) years of relevant professional experience in development of strategies and action plans.
- Demonstrated ability to produce high-quality evaluation reports, including recommendations for the future Mission approach towards KAPS future strategic institutional way ahead.
- Familiarity with issues pertaining to post graduates’ education and law enforcement institutions in Kosovo or in the region would be considered as an asset.
Qualifications
- University degree in law and justice, or similar education, including proven experience in law enforcement career development.
- Bachelor's Degree (First-level university degree or equivalent).
