Overview
Leads and develops strategies, policies, and governance frameworks for physical services remuneration systems. Provides authoritative advice and coordinates projects to modernize and integrate these systems.
Key Responsibilities
- Lead and help design, develop, and formulate strategies, policies and governance frameworks for all aspects of physical services remuneration systems.
- Provide authoritative advice to General Management and other directorates and programmes on matters related to UPU remuneration systems.
- Initiate, plan, supervise and coordinate, through subordinate managers and experts, the projects and activities of functionally specialized units.
- Lead, coordinate and ensure delivery of the work assigned by Congress to the Council of Administration (CA).
- Lead, coordinate and supervise the analysis of trends that could impact the postal sector, and formulate development plans and procedures to modernize and integrate the UPU remuneration systems.
- Lead complex studies and projects, moderate high-level negotiations, and implement and manage programs and cross-functional activities relevant to the UPU remuneration systems.
- Represent the UPU to external organizations and at meetings, conferences, workshops, etc., where remuneration matters are concerned.
- Ensure secretariat to relevant UPU bodies and especially to the Council of Administration (CA) Committee in charge of Remuneration Governance, the Postal Operations Council (POC) Standing Group in charge of the Remuneration Integration and the Congress Committee dealing with remuneration matters.
- Lead and coordinate studies on remuneration systems, set priorities, give guidance, assess feasibility and coordinate the presentation of their results.
- Lead and coordinate activities to ensure accurate publication of country specific rates for each different remuneration system.
- Lead and coordinate work to ensure the phase-in implementation of the new parcels rate system and phase-out of the Inward Land Rate System (ILR).
- Provide authoritative guidance and advice on complex and unusual issues related to all aspects of remuneration systems.
- Direct activities to scope and formulate, design models and/or procedures to modernize and integrate the UPU remuneration systems.
- Build relations and strengthen cooperation with internal and external stakeholders.
- Prepare the budget, ensure an efficient allocation of budget resources and their management and take corrective measures as required.
- Lead the team members of the program, gaining results in a cooperative and motivated environment, evaluate their performances and work in conjunction with the DPRM Director to ensure their professional development.
- Define and allocate the annual objectives ensuring synergies between staff, set priorities.
- Provide guidance and advice on complex technical, political and governance remuneration issues.
- Coordinate work to ensure the quality of the content of documents prepared by the Unit for submission to the relevant UPU bodies.
- Coordinate the organization of the meetings of the relevant UPU bodies including the preparation of documents, reports, and distribution and dissemination of information.
- Provide advice and guidance to (Co-)Chairs of the relevant UPU bodies, ensure follow up and implementation of decisions made and recommendations.
- Coordinate the preparation of and present documents, provide advice and expertise for the relevant UPU bodies.
Required Experience
- With advanced university degree, at least 10 years of experience with the UPU remuneration are required.
- With a first level university degree at least 12 years of experience with UPU remuneration systems are required.
- Extensive knowledge of the international postal services and business and UPU remuneration systems is required.
- Extensive knowledge of regulatory and operational issues and questions on pricing and remuneration in the postal sector is required.
- Knowledge of macroeconomic issues and how these relate to postal sector and its socio-economic trends is required.
Qualifications
• Advanced university degree (Master’s degree or equivalent) in economics, business administration, international business, international postal management, or any such related fields, or first University degree (Bachelor’s degree or equivalent) in the aforementioned areas with the stipulated additional years of experience.
