Overview
Seeking a Local Legal Consultant to support the development of the Diaspora Investment Mechanism (DIM) by establishing governance arrangements, operational roles, decision-making processes, and accountability tools.
Key Responsibilities
- Develop Standard Operating Procedures (SOPs) for DIM governance and operations.
- Design the DIM governance structure, including roles, responsibilities, and decision-making mechanisms.
- Establish the Local Development Advisory Committee framework.
- Develop Terms of Reference (TORs) for DIM operational entities.
- Develop Key Performance Indicators (KPIs) and monitoring frameworks for DIM performance and impact.
Required Experience
- At least 3 years of relevant professional experience in legal, governance, institutional, public administration, or regulatory analysis.
- Demonstrated experience in drafting governance frameworks, Standard Operating Procedures, Terms of Reference, or other institutional and operational guidance documents.
- Experience defining roles, responsibilities, accountability mechanisms, and decision-making processes for institutional or multi-stakeholder structures is required.
- Experience developing monitoring frameworks, performance indicators, or accountability tools for programmes, institutions, or mechanisms is strongly preferred.
- Familiarity with the Albanian institutional and legal context, including advisory or coordination structures, is an advantage.
- Experience working with international organizations, public institutions, or development partners on governance-related assignments is an advantage.
Qualifications
- University degree in Law, Public Administration, Governance or a related field from an accredited academic institution.
- Advanced university degree in Law, Public Administration, or Governance is an advantage.
