Overview
The Field Security Support Officer will be responsible for all security and safety matters related to IOM personnel and property in the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), and the Republic of Palau, implementing procedures to manage security risks.
Key Responsibilities
- Establish and maintain working relationships with security officials and counterparts.
- Provide assessments of the security situation and recommend mitigation strategies.
- Develop, implement, and test a functioning warden system.
- Support the preparation and delivery of country-specific security training activities.
- Provide safety/security briefings for staff and coordinate travel security requirements.
- Review and monitor compliance with UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM).
- Acquire operational understanding of IOM programmes and provide security risk assessments.
- Support the updating and testing of the Crisis Management and Business Continuity Plan (BCP).
- Develop, implement, and test IOM-specific security plans and documents.
- Ensure appropriate security is provided to IOM personnel.
- Monitor and report on deployment numbers and ensure security clearance procedures are applied.
- Test the functionality of IOM-specific emergency communications systems.
- Report security matters and incidents immediately.
- Conduct preliminary inquiries into security breaches/incidents.
- Perform other assigned duties.
Required Experience
- Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
- Relevant professional experience in security management or security risk management.
- At least one year of field experience in the UN Security Management System.
- Experience in planning and execution of security plans, procedures and measures is required.
- Previous experience in dealing with law enforcement agencies is an advantage.
- Experience in providing training in Maritime Safety is a distinct advantage.
- Previous experience working in the Pacific is a distinct advantage.
Qualifications
- Master’s degree in Security Management/Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution; or University degree in the above fields.
- Successful completion of the UN Security Certification Programme (SCP) is required.
- Previous Hostage Incident Management (HIM) Training, SSAFE Training of Trainers, and other UN-certified Training of Trainers is desirable.
