Overview
The Procurement Officer will support the formulation, processing, administration, and monitoring of ADB-financed projects by providing expertise on procurement-related aspects to executing and implementing agencies.
Key Responsibilities
- Support EAs and IAs in developing procurement strategies, including capacity and risk assessments.
- Review procurement documents such as bidding documents, bid evaluation reports, and recommendations for contract award.
- Provide advice and support on contract implementation and management.
- Contribute to country, sector, and agency procurement risk assessment reviews.
- Participate in processing and review missions, supporting procurement and financial management aspects.
- Support monitoring, tracking, and reporting on procurement and financial management activities.
- Support capacity development, training planning and delivery, and develop training materials.
- Support the consultant recruitment process for Technical Assistance (TA) projects.
Required Experience
- At least 8 years relevant experience in procurement, project management or other related area in infrastructure projects (e.g., transport, energy, water or urban sectors).
- Demonstrated country/regional procurement experience in transport, energy, water, or urban infrastructure sectors.
- Familiarity with multilateral development banks (MDB) procurement and consulting services policies and procedures.
- Experience working in project management, contract management and capacity building with governments or other public sector entities.
- Experience leading projects, work with teams, and share relevant knowledge.
Qualifications
Bachelor's degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields, with advanced training.
