Overview
Consultant to develop HCFC Phase-Out Management Plan (HPMP) Stage III project documents for Iraq and Kuwait, aligning with Montreal Protocol obligations and national circumstances.
Key Responsibilities
- Deliver overarching HCFC phase out strategies for Kuwait and Iraq.
- Provide policy recommendations to enhance regulatory enforcement and promote alternative technologies.
- Facilitate stakeholder consultation meetings and provide technical/policy inputs.
- Offer guidance for data collection and verification.
- Propose technical interventions for transitioning to low GWP refrigerants.
- Prepare implementation roadmaps and action plans.
- Draft and finalize HPMP Stage III project documents for Kuwait and Iraq.
Required Experience
- A minimum of 7 years of experience in ODS phase‑out and development of related projects and strategies.
- Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol.
- Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects.
- Extensive experience in ODS phase‑out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions.
- Excellent analytical skills to review and integrate stakeholder feedback.
- Strong report writing and data analysis skills.
- Experience working with UN agencies or international organizations is an asset.
- Regional experience in West Asia is desirable.
Qualifications
- An advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering or a related field is required.
- A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
