Overview

Develops and implements innovative human resources policies to meet evolving organizational needs. Provides authoritative policy interpretation and advisory services on staff regulations, rules, and conditions of service.


Key Responsibilities
  • Develops new HR policies and reviews existing ones to ensure they are comprehensive and responsive.
  • Makes recommendations on HR policy-related practices and procedures.
  • Provides authoritative policy interpretation of UN Staff Regulations and Rules and HR policies.
  • Advises on the development, modification, and implementation of UN staff regulations and rules, policies, and practices.
  • Provides policy inputs to legal and management evaluation processes.
  • Supervises and monitors the work of junior HR officers.
  • Represents the Service or Section in joint bodies and inter-agency working groups.
  • Conducts research on HR strategies, policies, and best practices.
  • Prepares draft reports, policy papers, and presentations.
  • Supports intergovernmental meetings and audits on HR policy matters.
Required Experience
  • A minimum of seven years of experience in human resources management: policy development, interpretation and implementation, administration of benefits and allowances, conditions of service and compensation, or administration of justice or related area is required.
  • Experience in human resources policy development and implementation or administrative law is required.
  • Experience in provision of HR policy interpretation and HR advisory services is required.
  • Experience in human resources management in the United Nations Common System or a comparable international organization with a large and diverse workforce is required.
  • Experience in contributing to the preparation of official reports, HR policy and position papers, briefing notes, talking points and presentations for internal and external audiences on issues related to HR policy and conditions of service of staff and/or affiliate personnel is required.
  • Experience in providing authoritative policy interpretation of HR policies on substantive aspects and procedural questions related to the management of personnel and their conditions of service, including but not limited to benefits and allowances is required.
Qualifications

An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, law or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
