Overview
Provide operational support for the implementation and operationalization of the FAO Environmental and Social Management Framework (ESMF), ensuring integration of Environmental and Social safeguards throughout the project lifecycle.
Key Responsibilities
- Conduct environmental and social risk screening for project interventions.
- Ensure interventions are assessed for risks and have mitigation measures.
- Maintain a database of screening outcomes.
- Conduct field visits and monitoring activities.
- Collect primary environmental and social data.
- Act as liaison between PMU, JSIF, communities, and national authorities.
- Support and document stakeholder engagement activities.
- Prepare periodic operational monitoring reports.
- Provide logistical support and documentation for ESIA and ESMP.
- Support capacity building on safeguard implementation.
- Monitor compliance with mitigation measures and national legislation.
- Maintain ESS risk registers.
- Support establishment and operation of the Grievance Redress Mechanism (GRM).
- Support implementation and adjustments of ESIAs, ESMPs, and other safeguard instruments.
- Coordinate with the Gender and Social Inclusion (GESI) Specialist.
- Present and explain the ESMF and GRM to stakeholders.
- Monitor and evaluate implementation of mitigation measures.
- Prepare periodic safeguard monitoring reports.
- Ensure confidentiality and ethical handling of complaints.
- Collaborate with the National Stakeholder Engagement Consultant.
- Support the procurement team with safeguard requirements.
- Perform any other related duties as required.
Required Experience
- At least 5 years of relevant experience in applying Environmental and Social Management Frameworks (ESMF) frameworks and screening tools, or related.
- Relevant experience applying ESMF frameworks and screening tools in Jamaica or the Caribbean is an asset.
Qualifications
• University degree in environmental sciences, social sciences, natural resource management, rural development or related fields.
