Overview
International Consultant to further develop Gender Responsive Budgeting and capacity build key national stakeholders in Kazakhstan.
Key Responsibilities
- Review GRB development materials and provide technical support for presentation materials.
- Update the draft Roadmap for integrating GRB in public sector planning and budget processes.
- Prepare recommendations for promoting GRB within the National Development Plan and other strategic documents.
- Develop methodological guidelines for formulating indicator systems from a gender perspective.
- Analyze opportunities for integrating GRB tools into regulatory legal acts and prepare proposals for improvement.
- Develop proposals for establishing a specialized organization within KIPD for GRB advisory and training services.
- Organize a roundtable discussion in Parliament and prepare a summary report.
- Conduct a one-day training on GRB for government agencies.
- Conduct a one-day inception training for KIPD on establishing a specialized GRB organization.
Required Experience
- At least 7 years of experience in Gender Responsive Budgeting.
- Proven experience in reviewing legislation and developing recommendations for improving the regulatory framework in the field of GRB.
- Extensive experience in public finance management, strategic planning and GEWE mainstreaming.
- Proven experience in conducting training sessions on GRB for government agencies.
- Proven experience working with governments, UN agencies or other international organizations.
- Experience in GRB in Central Asia and especially in Kazakhstan will be a significant advantage.
Qualifications
• University Degree in economics/finance/PFM/social policy, gender studies, public administration
