Overview
Provides strategic leadership and technical programme support to advance gender equality and women's empowerment across UN Women's mandate areas in Syria. Plays a key role in establishing strategic partnerships and ensuring effective coordination with government, UN system partners, and civil society.
Key Responsibilities
- Oversee programmatic development for humanitarian, WEE, and coordination programming.
- Advise and guide the development of programme/project initiatives.
- Review and provide feedback to ongoing projects/programmes.
- Provide strategic and specialized technical advice on programme planning, implementation, monitoring and reporting.
- Review and evaluate proposals and oversee the preparation of donor proposals and reports.
- Finalize policy documents, briefs and other strategic papers/materials.
- Assess annual work plans and provide recommendations.
- Analyze and ensure alignment of project budgets with logical framework matrices and work plans.
- Oversee programme quality control and identification of potential challenges.
- Ensure all country offices have aligned programme plans with operations plan.
- Establish and maintain relations with government, partners, stakeholders and donors.
- Provide substantive research and inputs in the formulation and implementation of the country resource mobilization strategy.
- Review programme monitoring standards, criteria, and indicators.
- Oversee the monitoring of progress against results frameworks and performance indicators.
- Gather information and prepare reports on programme implementation.
- Prepare technical reports.
- Provide technical support in the preparation of audits and follow up on audit recommendations.
- Develop, coordinate and provide training on results-based management.
- Monitor programme financial situation to ensure adherence to delivery rates and utilization of resources.
- Ensure effective information flow, communication and coordination between offices, programmes and projects.
- Review and develop partnerships and resource mobilization strategies.
- Finalize relevant documentation on donors and develop potential opportunities for resource mobilization.
- Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
- Determine programmatic areas of cooperation and develop relevant partnerships.
- Lead the process of identifying and synthesizing best practices and lessons learned.
- Develop Gender Analysis, policy documents, briefs and other strategic papers/materials.
- Represent UN Women in UN system coordination, with a focus on programming.
- Ensure UN Women’s participation in UN system thematic and other working groups.
- Chair the Gender Working Group, as delegated.
- Manage 3 technical personnel, conduct performance reviews, and ensure capacity development.
Required Experience
- At least 7 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in working in a gender related area is required.
- Experience working in Syria or Arab States region is desirable.
- Experience in UN coordination, programme, and policy analysis is required.
- Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is required.
- Experience leading and coaching staff in international settings is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Qualifications
- Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
