Overview

The HR Specialist, People Policies role focuses on formulating and applying UN Staff Regulations and Rules, and UNDP HR policies and procedures. The purpose is to provide transactional and advisory services related to benefits, entitlements, and personnel support.


Key Responsibilities
  • Design and formulate UNDP policies and frameworks for HR support to individual personnel.
  • Draft and formulate HR policy content focusing on benefits and entitlements, duty of care, staff wellbeing, contract management, performance management, HR transactional services, and recruitment.
  • Develop and maintain simplified HR policies in the Programme and Operations Policies and Procedures (POPP).
  • Prepare HR policy submissions to the Operations and Policy Group (OPG).
  • Revise HR policies to reflect changes in UN Staff Regulations and Rules and UN Common system HR policy reforms.
  • Provide HR Policy support for optimization processes and relocation exercises, including developing special measures and advising on complex individual cases.
  • Conduct risk analysis and provide HR policy advice aligned with strategic goals.
  • Prepare opinions on cases involving unusual or complex HR issues, in collaboration with the Office of Legal Services (BMS/OLS).
  • Coordinate with BMS/OLS on HR policy advice related to staff regulations, rules, rights, obligations, legal status, finance recovery, and insurance issues.
  • Prepare learning and communication materials based on lessons learned from UN Tribunal interactions.
  • Advise managers on conflictual cases and provide risk-analysis-based HR policy guidance.
  • Analyze requests for waivers from HR policies and HR-related corporate decisions, completing risk assessments.
  • Draft position documents and provide advice on individual cases.
  • Advise on interpretation and application of HR policies and practices to personnel support service teams.
  • Support communication of UNDP’s organizational principles informing HR policy to empower people managers.
  • Analyze implications of HR policies and contractual modalities and provide expert advice on practical HR business solutions.
  • Consult with representatives of other United Nations entities on common HR policy issues.
  • Represent UNDP BMS/OHR in UN Common System HR collaborations and meetings.
Required Experience
  • A minimum of seven (7) years (with master’s degree) or nine (9) years (with bachelor’s Degree) of relevant professional work experience in human resources management, law or any other related field.
  • Experience in a similar role within an international organization or substantial international human resources experience is required.
  • Familiarity with interpretation and application of UN and/or UNDP Rules and Regulations is an advantage.
  • Experience and knowledge of the UN Common System is an advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems is an asset.
  • Experience in performing extensive research and analysis on substantive HR issues is an advantage.
Qualifications
  • An Advanced university degree (master’s degree or equivalent) preferably in Corporate Human Resources Law, Human Resources Management, Law, Organizational Development, Public Administration, Organizational Psychology, International Development, Business Administration or relevant field of study is required.
  • Or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
