Overview
The Interim Advocacy and Liaison Manager will lead IRC Ukraine's advocacy strategy development and implementation, shaping the external face and liaison engagement of IRC in Ukraine.
Key Responsibilities
- Follow up and advise on national legislation and policy developments related to humanitarian and early recovery assistance.
- Define pathways to influence law and policy making.
- Lead the development and implementation of an advocacy and liaison strategy.
- Coordinate development and update of key public and private advocacy messages, campaigns, and position papers.
- Represent IRC in the Ukraine NGO advocacy working group and cultivate relationships with civil society actors.
- Initiate and contribute to joint NGO advocacy positions, messages, and initiatives.
- Liaise with stakeholders to stay up-to-date on political developments influencing programming.
- Coordinate and facilitate communication between IRC Ukraine and relevant authorities.
- Collaborate with partner organizations to develop and disseminate relevant positions.
- Draft official communications to government authorities and advise on protocol.
- Prepare documentation for International Technical Assistance (ITA) project registration and re-registration.
- Coordinate internally with staff on procurement plans, MoU reviews, and document translation.
- Coordinate externally with donors and government authorities to obtain approvals.
- Monitor progress of applications.
- Represent IRC Ukraine at meetings, high-level visits, UN meetings, government coordination meetings, and clusters.
- Work with regional and global communications teams to ensure public-facing messages align with advocacy strategy.
- Provide capacity-building support to staff and partners on advocacy and government engagement skills.
Required Experience
- A minimum professional experience of 3-5 years supporting advocacy/policy material.
- Proven analytical and strategic thinking skills and experience leading advocacy and Governmental Relations’ initiatives in a challenging environment.
- In depth knowledge of Ukrainian governmental institutions and bodies, both at national and regional/oblast levels, relevant law and policy-making processes.
- Good understanding of Ukrainian government and authority engagement protocols.
- NGO experience desirable.
Qualifications
Minimum: Bachelor’s degree in International Relations, Political Science, Foreign Policy, Development Studies, Law, Public Relations or another related field, or equivalent professional experience.
