Overview

The Supply Chain Officer is responsible for managing procurement, inventory, and logistics to ensure the timely and compliant delivery of goods and services. The role includes overseeing supplier relationships, monitoring inventory levels, supporting budget planning, and coordinating with cross-functional teams to ensure efficient supply chain operations.


Key Responsibilities
  • Ensure all procurements are conducted in accordance with the Supply Chain Operations Manual and completed within specified timeframes.
  • Provide quick, efficient, and supportive services for projects and sponsorships.
  • Prepare, maintain, and electronically file all documents related to procurement.
  • Prepare and circulate a monthly procurement tracking report.
  • Ensure procured goods are received, registered, and dispatched efficiently.
  • Conduct periodic evaluations of supplier performance.
  • Manage the supplier pre-qualification process and negotiate pricing and supply contracts.
  • Oversee the procurement process in accordance with the Supply Chain Operation Manual guidelines.
  • Notify the Logistics Coordinator of any purchases related to assets.
  • Collaborate with the Logistics Coordinator on the disposal of assets.
  • Oversee the effective management and maintenance of assets.
  • Ensure all assets are appropriately tagged or labeled and accurate records are maintained.
  • Assist the Logistics Coordinator in conducting the annual physical inventory of assets.
  • Ensure vehicles and motorcycles are maintained in optimal operating condition.
  • Support the Logistics Coordinator in ensuring vehicle operations are conducted in accordance with the Fleet Manual.
  • Oversee the proper use, maintenance, and repair of motor vehicles, motorcycles, and generators.
  • Ensure drivers submit fuel receipts to the Logistics Coordinator.
  • Respond promptly to accidents, complete the ‘Plan Accident Report Form,’ and report incidents.
  • Supervise drivers to ensure compliance with safety standards and regulations.
  • Plan and optimize all fleet movements.
  • Ensure generators are maintained in good operating condition.
  • Maintain accurate records of vehicle licenses, insurance, and inspection statuses.
  • Manage office supplies.
  • Monitor the inventory of canteen and housekeeping supplies.
  • Supervise the cleaning service and janitorial staff.
  • Participate in the janitor evaluation process.
  • Ensure routine office utilities are available and bills are paid regularly.
  • Ensure all items moving through the stores are handled in accordance with SCOM and processed in a timely manner.
  • Maintain proper store documentation for Non-Food Items (NFIs) and ensure stock management documents are updated regularly.
  • Report any stock movement to the Logistics Coordinator.
  • Oversee general office administration.
  • Handle issues related to office space, safety, and security.
  • Manage and maintain contracts and lease agreements for office rentals.
  • Ensure ongoing office maintenance and repairs are conducted effectively.
  • Perform additional tasks as assigned by the Senior Procurement Officer.
  • Ensure Plan International’s global policies for Safeguarding, GEDSI, and PSHEA are fully embedded.
Required Experience

Minimum (3) years of progressive NGO experience in Procurement, Administration, Logistics, or related area

Qualifications

Bachelor's degree in Management, Economics, Administration, or any related field.
