Overview

The Senior Programme Management Officer will lead the analysis, development, and monitoring of policies related to conduct and discipline within the UN Secretariat, serving as deputy within the Conduct and Discipline Service.


Key Responsibilities
  • Takes the lead to initiate analysis, propose and develop new policies, monitor and assess effects of guidelines and propose corrective actions and liaise with missions Conduct and Discipline Teams and the Office of Internal Oversight Services (OIOS).
  • Provides sound and innovative advice on conduct and discipline issues to the Chief of CDS and serves as the deputy within the Service.
  • Provides support and advice to, and works closely with conduct and discipline teams and conduct and discipline focal points when necessary, and in particular with regard to on-going case related matters.
  • Monitors, analyzes and reviews investigation reports, Board of Inquiry reports and Office of Internal Oversight Services (OIOS) reports and takes appropriate action in personnel disciplinary cases; identifies problems and issues to be addressed and initiates corrective actions.
  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
  • Coordinates policy development: reviews and draft policies and procedures on conduct and discipline issues and consult with internal and external entities with respect to implementation; ensure coherence between discipline-related policies, procedures and guidelines relating to all categories of UN peace operations' personnel.
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
  • Takes the leads in developing strategies and measures to address conduct and discipline issues during the planning, implementation, monitoring and evaluation and liquidation of UN peace operations.
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
  • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • May perform other duties as required.
Required Experience

A minimum of ten (10) years of progressively responsible experience in human rights, law, dispute resolution processes, project or programme management, administration or related area is required. A minimum of five (5) years of experience in analyzing problems relating to conduct and discipline matters is required. Experience in or in support of Field Operations, particularly in complex emergencies or post conflict environments is required. Experience in analyzing problems relating to law and/or conduct and discipline for uniformed personnel is required. Experience in conducting investigations, analyzing, and reviewing investigation reports as well as in providing recommendations and formulating policies in the area of law and/or conduct and discipline for UN peacekeeping personnel is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business or public administration, management, economics or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
