Overview
The Procurement Specialist provides and coordinates day-to-day procurement operations activities for the regular programme and various projects, ensuring consistency, timeliness, and conformity with relevant rules and procedures.
Key Responsibilities
- Perform operational functions relating to procurement processes, including preparation of documents, issuance of tenders, evaluation of bids, follow-up with suppliers, and issuance of purchase orders.
- Review purchase requisitions, orders, contracts, and tenders to ensure conformity with FAO rules and procedures.
- Act as Buyer for the procurement of goods, ensuring delivery, inspection, and receipt.
- Act as Quality Assurance Specialist for Letters of Agreement (LoA), reviewing them for compliance with FAO policies and procedures.
- Maintain and monitor database records related to procurement actions, tenders, and contracts.
- Prepare, review, and analyze periodic monitoring reports.
- Handle and coordinate procurement correspondence and documentation.
- Participate in procurement-related meetings with suppliers.
- Support knowledge building and sharing related to procurement on the use of ERP’s Procurement Module and other IT applications.
- Review current processes and make recommendations to improve purchasing systems and procedures.
- Map FAO’s procurement business processes and elaborate content and control of procurement workflows.
- Ensure provision of researched information for formulation and implementation of contract strategy and strategic procurement.
- Prepare master procurement plan and implement, monitor, and report its implementation.
- Organize procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, and their Commercial evaluation.
- Prepare purchase orders and contracts.
- Implement an internal control system for purchase orders.
- Develop and update the database of suppliers and implement supplier selection and evaluation.
- Organize procurement training for Representation personnel.
- Perform other duties as required.
Required Experience
Five years of experience in procurement-related activities or experience in business administration or supply chain management.
Qualifications
University degree in business administration, finance, commerce, economics or related fields.
