Overview

The National Project Coordinator will coordinate the implementation of ILO activities under the Shabab Balad framework in Egypt, focusing on strengthening youth employment pathways. The role involves technical leadership on monitoring and evaluation, employment quality control, and stakeholder engagement.


Key Responsibilities
  • Lead the timely implementation, monitoring, reporting, and evaluation of project activities.
  • Lead the development and operationalization of employment results measurement frameworks.
  • Coordinate employment outcomes monitoring and quality control mechanisms.
  • Act as ILO focal point and lead the coordination of the Shabab Balad Initiative in Employment and Skills.
  • Produce, analyse, and disseminate labour market intelligence products.
  • Provide technical support to national partners on monitoring and evaluation systems.
  • Organize and facilitate consultations with stakeholders.
  • Review project tools, curricula, and reporting systems.
  • Ensure delivery of high-quality technical inputs.
  • Maintain close cooperation and coordination with relevant institutions and partners.
  • Prepare technical progress reports, donor reports, and briefing notes.
  • Represent the project in technical meetings and national forums.
  • Develop and maintain strong collaboration with ILO technical specialists.
  • Ensure effective communication and visibility of project achievements.
  • Perform other related duties as assigned.
Required Experience

At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements. Demonstrated experience in employment outcomes measurement, tracer studies, results verification, data quality assurance, and monitoring and evaluation systems is required. Proven professional experience working with ILO, UNICEF, other United Nations agencies, government institutions, employers’ and workers’ organizations, or international development partners is required. Demonstrated experience in employment quality control, pathway quality assurance, labour market relevance assessment, and decent work measurement is highly desirable. Experience in labour market analysis, TVET, apprenticeships, work-based learning, or school-to-work transition programmes in Egypt is an advantage.

Qualifications

First level university degree in Development Studies, Public Policy, Education, Business Administration, Economics, social sciences or a related field related field, and strong knowledge on development issues especially employment creation, skills development and M&E. An advanced university degree in a relevant field would be an advantage.
